Role Purpose: The Programme Officer – Health & Nutrition will support the effective planning, coordination, implementation, monitoring, and continuous improvement of the MAC-P funded “Partnerships for Improved Maternal, Newborn, and Child Health (MNCH) in Coastal Bangladesh (MACP-RMNCAH)” programme in Patuakhali and Barguna districts along with support to other Health & Nutrition Portfolio programmes. The role contributes to strengthening the health system and improving equitable access to high-quality reproductive, maternal, newborn, child, adolescent health and nutrition (RMNCAH+N) services through effective programme management, technical coordination, partnership engagement, and evidence-based implementation. Working closely with implementing partners, the Ministry of Health and Family Welfare, local government institutions, communities, donors, and Concern Worldwide's cross-functional teams, the Programme Officer will facilitate coordinated programme delivery, strengthen partner capacity, promote adaptive learning, and ensure programme quality, accountability, and compliance with donor and organizational standards. The position plays a key role in ensuring collaboration, supporting innovation and continuous quality improvement, and contributing to sustainable health outcomes for women, newborns, children, adolescents, and vulnerable populations in the targeted coastal districts.
Main duties & responsibilities:
Programme Implementation Support.
- Support the effective and timely implementation of RMNCAH programme interventions to achieve planned results and improve programme quality.
- Strengthen health systems through technical support, effective coordination, and collaboration with government counterparts, implementing partners, and other stakeholders.
- Promote evidence-based programme management through regular field oversight, performance monitoring, adaptive learning, and continuous quality improvement.
- Contribute to the development and dissemination of technical guidance, capacity-building initiatives, and knowledge products to enhance programme effectiveness and sustainability.
- Ensure programme implementation aligns with donor commitments, organizational standards, national policies, and humanitarian principles
- Participate and contribute as necessary towards Concern’s emergency response as and when required.
Grants and Partnership Support.
- Coordinate grant and partnership management processes to support the effective implementation of the RMNCAH programme in accordance with donor requirements, partnership agreements, and Concern Worldwide policies and procedures in collaboration with the Programme Coordinator- Health & Nutrition, Grants Officer, Finance, and other relevant teams ensuring compliance with donor and organizational requirements.
- Facilitate the timely review and processing of financial, contractual, and partnership documentation, ensuring accuracy, completeness, and adherence to grant management requirements.
- Strengthen collaboration with implementing partners through regular communication, performance follow-up, and capacity support to promote accountability, compliance, and achievement of programme results.
Monitoring, Evaluation, and Learning
- Support the Programme Coordinator – Health & Nutrition in periodic programme performance reviews, using monitoring findings and implementation evidence to inform adaptive management, strategic decision-making, and continuous quality improvement.
- Collaborate with the MEAL team to monitor programme progress against workplans, indicators, and performance targets, ensuring timely tracking of results, data quality, and follow-up of agreed actions.
- Contribute to evidence generation and organizational learning by documenting good practices, lessons learned, case studies, and implementation experiences to strengthen programme quality, donor reporting, and knowledge management.
Coordination and Representation
- Establish and maintain effective working relationships with DGHS, DGFP, DGNM, other government counterparts, implementing partners, local authorities, and other relevant stakeholders to support coordinated implementation of the RMNCAH programme.
- Participate in relevant technical and coordination forums at district and divisional levels, representing Concern Worldwide as delegated, and facilitate effective communication, information sharing, and follow-up on agreed actions.
- Support multi-stakeholder coordination and collaboration to strengthen partnerships, address implementation challenges, and promote alignment with national priorities, programme objectives, and organizational standards.
Accountability
- Upholding and promoting Concern’s values, including workplace equality, diversity, and inclusion values.
- Ensure the highest standards of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiaries, and other stakeholders’ participation at all stages of the project cycle in accordance with the Core Humanitarian Standard (CHS).
- Support relevant colleagues and partner staff to ensure that the Feedback, Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
- Comply with Concern’s policies and procedures (P4, Safeguarding, finance, logistics, HR, security management, etc.).
- Perform any other additional responsibilities assigned by Line Manager or management as per requirement
Key requirements:
- Bachelor of Medicine and Bachelor of Surgery (MBBS) is required. A master’s degree in public health (MPH) or a related discipline will be considered an advantage.
- Minimum 3 years of relevant professional experience in the implementation of public health programmes, preferably in reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH+N), health systems strengthening, or related areas.
- Demonstrated experience in planning, implementing, monitoring, and reporting donor-funded programmes in collaboration with government institutions, NGOs, civil society organizations, and other development partners.
- Good knowledge of the health system of Bangladesh, national health policies, and health systems strengthening approaches, with experience working closely with the Ministry of Health and Family Welfare and local government institutions.
- Proven ability to build effective partnerships, coordinate with diverse stakeholders, and represent the organization in technical and coordination forums as delegated.
- Excellent written and verbal communication skills in English and Bangla, including the ability to prepare high-quality reports, technical documents, and correspondence.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). Experience with programme monitoring, data management, or visualization tools will be an advantage
- Effective organisation and analytical skills.
- Strong coordination, negotiation and communication skills.
- Proven record of meeting demanding deadlines.
- Excellent written and spoken English.
