Project Name: “Empowering Communities for Children's Rights (ECCR) 

 

Organizational Background: World Concern Bangladesh is a Christian development and humanitarian response organization dedicated to transforming the lives of the poorest and most vulnerable people across the world for over 35 years. World Concern has been implementing sustainable solutions that promote community-driven development, disaster risk reduction, and poverty alleviation. The organization operates in some of the world’s most challenging environments, bringing hope and lasting change to marginalized and underserved populations.

World Concern’s approach is rooted in holistic, community-based strategies that empower people to become agents of their development. By addressing the root causes of poverty and vulnerability, World Concern seeks to create a sustainable, long-term impact. The organization focuses on building local capacity, fostering resilience, and ensuring communities have the tools and resources needed to thrive even in the face of adversity.

Key Focus


Disaster Response and Risk Reduction: In regions prone to natural disasters and climate-related challenges, World Concern provides life-saving assistance and implements disaster risk reduction initiatives. The organization helps communities prepare for, respond to, and recover from disasters, reducing vulnerability and enhancing resilience.

Livelihoods and Economic Empowerment: World Concern implements programs that promote financial inclusion, economic opportunity, market linkage, entrepreneurship, and skill development. These efforts enable communities to build stronger and more secure livelihoods.

Protection and Advocacy: The organization is committed to protecting vulnerable groups, including women, girl children, and people with disabilities. World Concern advocates for human rights, works to prevent domestic violence with the WC TM flagship program, and promotes social inclusion and gender equality. Additionally, WC operates a project on child rights for children from marginalized families. For instance, child marriage and child labor.

Project Location and Target Unions:
The project will be implemented in the following unions and upazilas:

  • Kasipur Union, Barishal Sadar Upazila, Barishal District
  • Gaila Union and Bakal Union, Agailjhara Upazila, Barishal District
  • Radhagonj Union and Kolabari Union, Kotalipara Upazila, Gopalganj District

1. Background of the project:

World Concern Bangladesh is implementing the project titled “Empowering Communities for Children’s Rights (ECCR)” in selected areas of Barishal and Gopalganj districts, including Kasipur Union under Barishal Sadar Upazila; Gaila and Bakal Unions under Agailjhara Upazila of Barishal District; and Radhagonj and Kolabari Unions under Kotalipara Upazila of Gopalganj District.

The project aims to empower communities to uphold children’s rights and ensure their well-being through strengthened community systems, improved access to services, and enhanced protection mechanisms with the local mechanism system. The intervention focuses on addressing multidimensional poverty, child protection risks, gender inequality, and climate-related vulnerabilities affecting children.

To establish a clear benchmark for measuring progress and impact, a baseline survey is required at the inception phase of the project.

2. Purpose of the baseline/Objectives of the Baseline Survey:

The overall objective of the baseline study is to collect information and analyze it to synthesize a baseline report as per indicators set in a logical framework with the target groups in the working locations. The baseline study will gather concrete and specific data by developing the questionnaire following the indicators set in the project documents. However, at the end of the project cycle, an evaluation will be conducted to assess its impacts as part of project cycle management to measure the changes made through the project. The baseline study will serve as a reference point for the indicators in the project document.

3. Specifically, the baseline study will serve to:

Establish baseline data for project indicators. The baseline study will collect data that will be the starting point for change measurement, confirming baseline values for all outcome indicators.

Provides an opportunity to refine indicators. The baseline study will help to refine indicators to track progress toward achieving desired outcomes. This may be through determining the extent to which certain indicators can be easily measured.

Inform intervention phasing. The baseline study provides data that guides the phasing and targeting of project interventions.

Moreover, the baseline study will also serve to:

  • Establish baseline values for key project indicators across all ECCR outcome areas.
  • Assess the current status of child rights (provision, protection, participation) in target communities.
  • Examine the functionality and effectiveness of Community Protection Committees (CPCs).
  • Identify key child protection risks including child marriage, child labor, trafficking, and gender-based violence.
  • Analyze socio-economic, gender, governance, and climate-related factors influencing child well-being.
  • Provide actionable recommendations to guide implementation, monitoring, and adaptive programming.

The findings will serve as a reference point for the project’s Monitoring (M&E) framework and will support evidence-based-making throughout the project cycle.
