Hiring Consultancy firm/firms to provide workplace-based training to FMCG workers of the agro-processing sector under the BYETS project of Swisscontact

Background

Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development cooperation and has carried out its mandated projects since 1961. Based in Zurich, Swisscontact currently manages 133 projects in 41 countries on behalf of public and private funding partners.

The Building Youth Employability Through Skills (BYETS) project, implemented by Swisscontact and supported by the Embassy of the Kingdom of the Netherlands, has empowered Bangladeshi youth with improved technical, employability, and entrepreneurial skills, and connected them to income-generating opportunities: jobs and self-employment. The project supported youths by providing training in three sectors: Readymade Garments (RMG), Agro processing (AP), and Information and Communication Technology (ICT) across four divisions (Dhaka, Khulna, Chattogram, and Rajshahi). The project addressed the existing constraints in developing the skills of the youth and support to establish a systemic approach to provide market-driven training specifically by:

  • Building the capacity of Training Service Providers (TSPs) to design and implement quality training and job placement support services.
  • Collaborating with private sector employers in improving existing workplace-based training (WBT) systems or setting up new ones to upskill and reskill workers.

BYETS intends to hire one/multiple Consultancy Firm/Firms to provide workplace-based training to FMCG workers of the agro-processing sector under the BYETS project of Swisscontact.

Objective

The consulting firm/firms will be responsible for:

  1. Division-wise trainee targets, and training plan;
  2. Factory selection documentation, tri-partite MoUs, and factory-wise ToT and WBT implementation plan;
  3. Factory-wise Training Needs Assessment (TNA) reports and reviewed, updated, or newly developed training modules;
  4. Batch-wise trainee enrolment, completion data, and pre- and post-assessment reports;
  5. Facilitation and completion of direct training sessions for 40% of the total trainee target;
  6. Backstopping support for factories delivering WBT sessions for the remaining 60% of the total trainee target;
  7. Data entry and supporting documentation submitted into the BYETS Management Information System (MIS)
  8. Final report;
  9. At least two (2) successful case stories per factory.

Interested firm/firms should submit the following documents:

Proposals must include:

  • Cover letter
  • Profile and experience of the consultancy firm
    • Assigned consultant CVs
    • Years of relevant experience
    • Sample of previous work and methodology to achieve specified objectives of the assignment
  • Technical proposal including a detailed model, work plan, methodology, and understanding of the assignment
  • Samples of previous work and client list

Mandatory requirement:

Consulting firm/firms must submit valid Registration/Trade License, TIN, BIN, and proof of submission of NBR returns.
Proposals lacking these documents will not be considered.

5. Financial proposal with budget breakdown.
Please note, that the total budget will be finalised after negotiation is locked in the agreement period.

The technical proposal must be submitted both physically and online (to the email provided below), and financial proposal must be submitted in hardcopy to the following address. For hardcopy submission, it is recommended to use separate envelopes for the technical and financial proposals. Please ensure that the proposals bear the titles on envelops and email subject line "Technical proposal for workplace-based training to FMCG under BYETS project.” and "Financial proposal for workplace-based training to FMCG under BYETS project.” The bidders are requested to provide the legal documents with the technical proposal.
