Consultancy Framework for Carbon Markets, Article 6, CORSIA, MRV and UNFCCC Reporting Expertise

Duration: Up to an aggregate maximum of 120 consultant person-days; no minimum number of person-days is guaranteed.

1. Background

Practical Action Consulting Bangladesh Ltd. (PAC) is a specialised consultancy wing of Practical Action in Bangladesh, focused on advancing sustainable solutions across key sectors, including agriculture, climate and resilience, waste management, clean energy, and participatory market systems. With a strong commitment to inclusive development and evidence-based policy support, PAC applies its technical expertise to address complex challenges in both rural and urban contexts.

PAC is developing a stronger service offer in carbon markets, environmental measurement, reporting and verification (MRV), climate finance and investment readiness. In connection with an anticipated UK PACT-funded Bangladesh Carbon Market Governance and Readiness assignment, PAC seeks an individual senior consultant, or a small team of consultants with complementary expertise, to support proposal development and, if PAC is awarded the assignment, provide specialist inputs during delivery. PAC does not expect every proposed expert to cover the full scope individually; applicants may propose an appropriate combination of expertise across Article 6, CORSIA, MRV and registry systems, carbon accounting, UNFCCC reporting, safeguards and capacity strengthening.

The anticipated assignment concerns the operationalisation of Bangladesh's emerging carbon-market architecture, including Paris Agreement Article 6, Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) readiness, MRV and registry arrangements, authorisation procedures, corresponding adjustments, environmental integrity and safeguards, government capacity strengthening, UNFCCC reporting, and sector-level market readiness.

This is not a general monitoring and evaluation or donor-reporting role. The proposed consultant(s) or expert team must collectively demonstrate substantive, applied experience in international carbon-market accounting, government advisory services and the relevant UNFCCC and ICAO requirements. Each proposed expert must demonstrate relevant applied experience in the specialist area assigned to them.
