Hiring of a Professional Agency/Consultant for the Development of Brochure) under the PRACTICE (Phase II) Project

Plan International is one of the oldest and largest children's development organizations in the world. Plan International has been operating in Bangladesh since 1994. Plan International seeks to ensure the rights of children to education, health, safe water and sanitation, protection, youth social and economic empowerment and climate change, environmental degradation and natural or man-made disaster hazards throughout the country.

Project overview

Project summary: The PRACTICE (Phase II) project complements existing child protection programming of Plan International Bangladesh (PIB) in Teknaf and continues the first phase. Together with FIVDB, the project strengthens the protection environment for Rohingya children—particularly the most at‑risk adolescent girls and boys—in Camps 21, 22, 24 and 25 under Teknaf. The project expects to reach over 15,313 children directly through quality child protection case management, psychosocial support, dignity kits, life‑skills, positive parenting, young married women groups, capacity strengthening of community‑based structures, and community mobilization including CAAFAG integration.

Project goal: This 19‑month project aims to protect children from all forms of violence, abuse, exploitation and neglect through improved knowledge and commitment, well‑coordinated age, gender & disability‑responsive services, and strong child protection structures.

Intended outcomes

  • Outcome 1: Vulnerable children and adolescents, especially girls, have improved knowledge, skills, capacities and well‑being to protect themselves from violence.
  • Outcome 2: Community‑led child protection mechanism is strengthened and functional to ensure a protective environment for children and adolescents.
  • Outcome 3: Child protection system is strengthened by increasing the capacity and willingness of families and different stakeholders to meet children's needs and reduce risks.

OBJECTIVES:

  • Communicate project impacts clearly to internal staff, donors, government stakeholders and camp actors.
  • Center voices of children, adolescents and caregivers while ensuring safeguarding and ethical standards.
  • Document replicable best practices and measurable achievements in CP, SRHR and gender.
  • Provide both print (220 copies) and digital (PDF/flipbook) advocacy assets optimized for policymaker briefings and social media.

Assignment deliverables:

The assignment needs to be completed by 15 September, 2026

Key Deliverables:

Basic requirement: Language: English; Print run: 220 copies, Recommended pages: 8–16.

Core deliverables Include:

  • Inception report and content plan (workplan, interview schedule, consent templates, page plan).
  • First draft copy and initial design (soft copy) for review.
  • Final brochure — print ready PDF and editable source files (InDesign/Illustrator or agreed format).
  • Digital flipbook/PDF optimized for web and social sharing.
  • Printed copies: 250 units, full color, flip‑style, final page count agreed (recommended 8–16 pages).
  • Production report — list of interviewees, consent forms, image credits, anonymization log, and usage rights.
  • One-page advocacy summary (A4) extracted from brochure for quick distribution.

Payment will be based on deliverables. It will be the consultant’s responsibility to manage the number of days to complete the tasks. The detail work plan of the consultant will be reviewed and approved by Plan International Bangladesh.

TIMETABLE:

Instalment % Condition
1st – 20% On contract signing and acceptance of complete plan
2nd -40% On delivery and approval of draft brochure design and photo package
Final – 40% On delivery of final copy, along with printed copies

Submission of Proposal

Interested consultant/consulting firms are requested to submit a technical and a financial proposal with updated administrative document (Trade License, BIN, TIN, Latest Tax Acknowledgement) through email at [email protected] with the title “Hiring of a Professional Agency/Consultant for the Development of Brochure under the PRACTICE (Phase II) Project” . The deadline of proposal submission is on or before 28 July 2026. Two separate folders i.e. technical and financial should be submitted into one zip folder with a covering letter. The proposals should be submitted in PDF format. Proposal submitted to any other email account except this or in any other form disqualified. Submissions after the deadline will be treated as disqualified.
