1. Background and Context
The Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) Project is jointly implemented by DORP, ESDO, and UTTARAN, with technical support from HELVETAS Bangladesh. The project aims to strengthen the resilience of climate-vulnerable and marginalized communities through an integrated approach that promotes climate justice, disaster risk reduction (DRR), climate-resilient livelihoods, inclusive access to Water, Sanitation and Hygiene (WASH) services, and accountable local governance. By strengthening community institutions, enhancing citizen participation, and promoting evidence-based advocacy, the project seeks to improve adaptive capacity and contribute to sustainable and climate-resilient development.
Effective public service delivery is essential for improving the well-being and resilience of communities. However, the quality, accessibility, inclusiveness, and responsiveness of essential services often vary due to limited institutional capacity, weak accountability mechanisms, inadequate citizen engagement, and insufficient monitoring. Strengthening social accountability and constructive engagement between service providers and citizens is therefore critical to improving service quality and ensuring that public services are responsive to community needs.
Civil Society Organizations (CSOs) are well positioned to promote transparency and accountability by monitoring service delivery, facilitating citizen participation, collecting community feedback, identifying service gaps, and engaging with local government institutions and service providers. Their active involvement can contribute to improved governance, increased public accountability, and more responsive and inclusive service delivery systems.
Although CSOs are actively engaged in community development initiatives, many require additional capacity, practical tools, and standardized approaches to effectively monitor service delivery and generate evidence for constructive dialogue and advocacy. A structured training programme supported by practical service monitoring tools will strengthen their knowledge and skills in assessing service quality, documenting findings, facilitating citizen feedback, and promoting evidence-based improvements in public service delivery.
To address these needs, the ACCESS Project intends to engage a qualified Consultant/Consultancy Firm to develop a comprehensive Training Module on Service Delivery and Service Monitoring together with a practical Service Monitoring Toolkit for CSOs. The training package will equip community organizations with the competencies, methodologies, and tools required to monitor public services systematically, promote social accountability, and strengthen collaboration between citizens, local government institutions, and service providers. The outputs of this assignment will serve as standardized capacity-building resources for the ACCESS Project and its partners, supporting sustainable improvements in service delivery, local governance, and community resilience.
