Expression of Interest
for providing security services
at
University of Science and Technology Chittagong,
Institute of Applied Health Sciences & Hospital and
Anwara-Nur Nursing Institute & College 

Proposals are hereby invited from reputed and experienced Security Service Providers/Firms to provide security services for the following institutions:

  1. University of Science and Technology Chittagong (USTC)
  2. Institute of Applied Health Sciences & Hospital (IAHS&H)
  3. Anwara-Nur Nursing Institute & College (ANNIC) 

Scope of Services

The selected security service provider will be responsible for:

  • Deployment of trained security personnel
  • Round-the-clock security surveillance
  • Access control and visitor management
  • Protection of institutional property and assets
  • Emergency response and incident reporting
  • Maintaining discipline and safety within the premises 

Eligibility Criteria

Interested firms/agencies must fulfill the following requirements:

  • Valid trade license
  • Up-to-date VAT and Tax Clearance Certificates
  • Minimum 07 (seven) years of experience in providing security services
  • Satisfactory performance record with reputed organizations
  • Availability of trained and uniformed security guards 

Submission of Proposal

Interested firms are requested to submit the following documents:

  • Company profile
  • Technical proposal
  • Financial proposal
  • Supporting legal and experience documents 

The authority reserves the right to accept or reject any or all proposals without assigning any reason whatsoever. 

General Terms and Conditions

1. Deployment Standards

  • Security guards must be physically fit and properly uniformed.
  • All deployed personnel must be trained in basic security protocols, emergency response, and situation handling.

2. Duty Hours, Attendance & Punctuality

  • 12 (twelve) hours per shift
  • Strict adherence to duty timings must be ensured. No guard shall be deployed for two or more consecutive shifts.
  • Any absence of deployed personnel must be addressed immediately with suitable replacements.

3. Supervision & Monitoring

  • A supervisor from the service provider must conduct regular inspections to ensure alertness and discipline.
  • Incident reports must be submitted within 24 hours of any security breach or unusual activity.

4. Periodical Performance Reviews

  • Periodic review meetings will be conducted to assess guard performance and service quality.
  • Continued performance issues may lead to revision of rates or termination of the agreement.

5. Uniforms & Equipment

  • Guards must be properly equipped with flashlights, umbrellas, communication devices, and other necessary equipment as required.

6. Replacement of Non-performing Personnel

  • Any personnel found unfit, negligent, or involved in misconduct must be replaced immediately.

7. Service Areas/Premises

  • The service provider must ensure proper security of the entire USTC, IAHS&H, ANNIC, and associated campuses. 

Evaluation & Administrative Procedures

The Dept of HR and Admin Office of the institutions will review and assess the quality of security services.

  1. The selected service provider must submit a list of deployed guards along with: CVs, Copies of NID, Two passport-size photographs, Testimonials from the respective Ward Commissioner/UP Chairman.
  2. After submission of all required documents, a physical screening of each guard will be conducted by the Department of HR and Admin in coordination with the Chief Security Executive and a representative from the Administration.
  3. The security guards must maintain attendance through the biometric system.
  4. Monthly bills will be processed based on biometric attendance records.
