The Hunger Project Bangladesh (THPBD), a branch of the Global Hunger Project (dba THP), is one of the largest volunteer-based development organizations in Bangladesh, with over 250,000 volunteers, implementing strategies of community-led development across the country since 1991 to help create a self-reliant Bangladesh that is free of hunger and poverty. The Hunger Project Bangladesh has empowered tens of thousands of women and men, youth leaders, local elected representatives, and CSOs to address hunger and poverty. THPBD’s core program approach involves the SDG Union Strategy which involves working in partnership with local governments and communities to achieve the Sustainable Development Goals (SDGs) by 2030.
Position Summary
The Director of Finance and Administration (DFA) is responsible for overseeing and leading all financial, administrative & Human Resources activities, in accordance with generally accepted accounting principles, government regulations, THP policies and procedures and donor requirements. The Director of Finance and Administration ensure legal compliance with local laws and regulations, provides financial and technical management for grant budgeting, expense monitoring and timely preparation and submission of financial reports and manages budgets, audits, forecasting, and supporting grant management efforts. Reporting to the Country Director, the DFA oversees a team of finance, admin and HR personnel including an Accounts Manager, a Finance, Grants and Compliance Manager, Finance and Admin officers, and an HR and Admin Officer.
This role works in close collaboration with the Director, Global Accounting and Finance, the Backbone Global Finance - Grants, Contracts, Systems & Reporting, and the Regional Financial Coach, and the Senior Director, Global Operations & Human Resources. The role regularly interfaces with the finance team in the “Partner Countries” funding programs in the country, and the Global Grants and Compliance (GGC), more generally. While the DFA is supervised within the country by the Country Director, the position is functionally accountable to the CFO based in the Global Office.
Essential Functions
- Audit and Financial Reporting:
- Coordinate and facilitate internal and external audits, ensuring accurate and timely preparation of financial statements.
- Maintain a comprehensive understanding of financial transactions, records, and systems to support audit requirements.
- Collaborate with auditors, as well as the audit and finance committee of the National Advisory Committee (NAC) to address inquiries, provide necessary documentation, and implement audit recommendations.
- Review and maintain a local Finance Manual ensuring its adequacy with THP minimum standards, adherence to established accounting principles, and donor specific requirements.
- Ensure compliance with financial regulations and accounting standards (Generally accepted accounting standards and local standards).
- Estimate the financial risk for any investment project.
- Establish and maintain financial systems and internal controls to safeguard assets and ensure accurate financial reporting in accordance with US GAAP.
- Recommend opportunities to strengthen internal control and propose corrective action when identified.
- Prepare timely monthly financial statements package for the Global office.
- Ensure proper management of the fixed asset register in compliance with accounting standards as well as donor requirements, i.e. acquisition, disposal, and depreciation of the assets.
- Budgeting and financial planning
- Lead the development, implementation, and monitoring of annual budgets in collaboration with relevant departments.
- Analyze financial data and trends to provide insights for informed decision-making and budget adjustments.
- Identify areas for cost optimization and revenue enhancement while maintaining operational efficiency.
- Prepare and present regular budget variance reports and financial performance updates to senior management. as well as the National Advisory Committee through the audit and finance committee.
- Daily Financial Management:
- Oversee day-to-day financial operations, including accounts payable, accounts receivable, payroll, and general ledger activities.
- Ensure accurate and timely processing of financial transactions, bank reconciliations and records, with filing of all vouchers and supporting documentation.
- Monitor cash flow, liquidity, and financial reserves to support operational needs.
- Coordinate quarterly requests of funds in compliance with THP Cash Management guidelines.
- Conduct periodic financial reviews and reconciliations to maintain data integrity.
- Provide regular training to financial and administrative staff on tools, policies, and procedures.
- Compliance with Local Laws and Taxes:
- Stay up to date with local financial regulations, tax laws, and reporting requirements to ensure full compliance.
- Prepare and submit accurate tax filings and other financial reports to local authorities as required.
- Provide guidance to THP on tax implications and financial compliance matters.
- Grant Management:
- Collaborate with program managers to oversee financial aspects of grant applications, awards, and reporting.
- Ensure proper allocation and utilization of grant funds according to donor restrictions and guidelines.
- Prepare and submit timely and accurate financial reports to grantors, demonstrating accountability and transparency.
- Ensure compliance with organizational and grantor policies.
- Support development and review of (sub)grant budgets; provide training and support to partner implementation organizations as needed.
- Global Administration:
- Develop and implement administrative policies, procedures, and best practices that support efficient and effective operations globally.
- Oversee facilities management, procurement, vendor relationships, and other administrative functions.
- Ensure compliance with regulatory requirements and best practices in administrative management.
- Oversee the procurement process for service providers and partners.
- Human Resources Management:
- Collaborate with the Country Director, in coordination with the Sr Director, Global operations and Human Resources in the Global Office to develop and implement human resources strategies aligned with organizational goals.
- Oversee recruitment, onboarding, employee relations, performance management, and professional development initiatives.
- Ensure compliance with labor laws, regulations, and employment standards.
- Manage benefits, including pension plan, compulsory insurance, and run payrolls.
- Other responsibilities:
- Contribute to the improvement or implementation of management information systems (implementation of Sage Intacct).
- Participate in a collegial office environment including helping with office-wide initiatives outside of your own job area.
- Represent THP at external events and meetings.
- Perform all other duties assigned by supervisor or manager.
- Effectively communicate financial information and insights to non-financial stakeholders with the organization regularly to assist them in understanding their burn rate.

Qualifications and Experiences:
1. Education:
- Excellent academic background in the field of accounting with a professional degree such as ACA, FCA, FCMA or CPA.
2. Work Experience:
- Minimum Required: 10 years of proven experience at senior managerial level in financial management, budgeting, audit, and compliance, including experience in managing donor-funded grants, subcontracts/ grants, and good understanding of the rules of donors, preferably in a nonprofit international organization or development sectors.
- Preferred: Non-profit setting with remote team structure, and experience in a fast-paced environment with a small team.
3. Specialized Knowledge Needed for Job Performance:
- Proficiency with Spreadsheets, and advanced knowledge of Excel is required.
- Strong knowledge of local financial regulations, tax laws, and reporting requirements.
- Strong leadership qualities and the ability to mentor and manage finance, admin and HR team members.
- Experience in risk management and implementation of internal controls.
- Possess an understanding of relevant legislation pertaining to NGOs.
- Accounting and audit practices related to donor funded projects.
4. Skills:

- Proficiency in financial software and tools, including Intacct software systems and Microsoft Office Suite.
- Proficiency in MS Office suite, with expertise in Excel.
- High level of knowledge with Google Suite and tools.

- Ability to travel domestically as and when necessary.
