INTRODUCTION
Swisscontact, Swiss Foundation for Technical Cooperation, is headquartered in Zurich and was founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international cooperation and, since 1961, has carried out its own and mandated projects. A part of the organisation, Swisscontact Bangladesh, is registered as an international non-governmental organisation (INGO) under the NGO Affairs Bureau, Government of the People’s Republic of Bangladesh, carrying out diverse projects across sectors such as Ready-Made Garments (RMG), Agriculture, Health, Water and Sanitation, Light Engineering, and Financial Inclusion.
With support from the Embassy of Sweden and Embassy of Switzerland in Dhaka, Swisscontact is implementing the project Promoting Green Growth in the Ready-Made Garments Sector
Through Skills (PROGRESS) in Bangladesh. PROGRESS is a four-year (2022-26) program that aims to promote green growth across the supply chain of the Ready-Made Garments (RMG) sector in Bangladesh.
This assignment is designed to support Ready-Made Garment (RMG) factories in navigating the green transition and Bangladesh’s LDC graduation by exploring the feasibility of accessing long-term financing through the country’s capital market. The initiative aims to strengthen the readiness of private sector firms, particularly RMG factories, to access the capital market by assessing their preparedness, identifying key gaps and opportunities, and determining the support required to meet market entry requirements. It also seeks to create a structured pathway for potential firms to progress toward capital market access through targeted incubation, preparatory support, and engagement with relevant market institutions, including the Dhaka Stock Exchange (DSE), merchant banks, issue managers, and other key stakeholders. Furthermore, the assignment aims to promote greater participation of the private sector, especially the RMG industry, in Bangladesh’s capital market by raising awareness of available opportunities, strengthening market linkages, and facilitating meaningful engagement among firms, investors, regulators, and other market actors.
The Terms of Reference (ToR) outlines the key tasks to be undertaken as part of the assessment.
