Background
Swisscontact is a Swiss development organisation that works to make economic systems more inclusive and sustainable. In Bangladesh it runs the ASTHA (Achieving Sustainability Towards Healthcare Access) project to expand rural primary healthcare.
An ASTHA CARE is a locally owned, technology-enabled rural community healthcare enterprise, established with local entrepreneurial investment and co-facilitated by Swisscontact Bangladesh and Carnival Care Limited. Each is a one-stop health hub in a rural growth centre, bundling medical consultations, rapid diagnostic tests and an in-house pharmacy, supported by an integrated digital patient record.
Three ASTHA CARE enterprises are currently operational — in Gaibandha, Nilphamari and Sunamganj districts — each presently a sole proprietorship. This is an early-stage, three-pilot base. The assignment assesses the viability of the model at this stage and corrects the model's ex-ante financial assumptions against real operating data. Full scope is at Annex A.
Objectives of the assignment
The primary objective is to obtain an independent business analysis of the three operating ASTHA CARE enterprises, an evidence-based set of financial assumptions for the model, and a prioritised, actionable map of industry scale agents – such that Swisscontact can plan expansion, and build strategic partnerships on validated rather than projected figures.

Submission Details
CV/Resume: Maximum 2 pages per named team member, stating the component each will deliver.
Conflict-of-interest declaration: Signed, disclosing any current or past commercial, ownership, employment, advisory or family relationship with medical equipment manufacturers, importers, distributors, diagnostics providers, hospital groups or comparable actors, and with any of the three ASTHA CARE enterprises. Non-disclosure of a relevant interest is grounds for disqualification or, after award, termination.
Technical Proposal: maximum 8 pages, excluding CVs and annexes, covering:
- Understanding of the assignment and of the ASTHA CARE context.

Proposed methodology for each component of the scope of work, including how the per-enterprise analysis will be conducted, how ex-ante assumptions will be tested against operating data, and the proposed criteria for prioritising scale agents.

Team composition and division of work, naming who delivers the analytical components and who delivers the industry-engagement component.

Proposed work plan, phasing and timeline.

Estimated level of effort in days, by team member and by deliverable.

Relevant past assignments demonstrating the experience required.
