Background
ASTHA (Achieving Sustainability Towards Healthcare Access) is the flagship healthcare project of Swisscontact. This project is financed by Novartis, the Evi Diethelm Winteler Stiftung and the Happel Foundation, among other donors. It is part of the Swisscontact Development Programme, which is co-financed by the Swiss Agency for Development and Cooperation (SDC), Federal Department of Foreign Affairs FDFA. ASTHA project, which contributes to the country’s vision of ensuring accessible, quality healthcare services in rural communities. The project successfully completed its Phase II (2019–2022), demonstrating the commercial viability and sustainability of Community Paramedic Training Institutes (CPTIs) and Community Paramedics (CPs). Building on these achievements, ASTHA entered Phase III (2023–2026), expanding its operations to 12 districts with a focus on consolidation, scaling, and driving systemic change, while strengthening the institutionalisation of the Community Paramedic model.
In its current phase, the project has broadened its scope to foster healthcare entrepreneurship and establish quality healthcare service facilities (ASTHA CARE), particularly in climate-vulnerable and hard-to-reach areas. This market-driven initiative aims to ensure the quality healthcare services at the grassroot.
Despite significant progress in public health outcomes, access to timely and quality healthcare remains limited for rural populations in Bangladesh. Rural patients often face fragmented care pathways, having to visit multiple locations for diagnosis, consultation, and medicines, resulting in delays, higher out-of-pocket costs, and incomplete treatment. In many cases, patients rely on informal or unlicensed providers due to the absence of accessible, trusted alternatives.
Building on over a decade of experience under the ASTHA programme in strengthening rural healthcare services and health workforce systems, Swisscontact identified the need for a bundled, community-anchored healthcare delivery model that responds to how rural patients seek care.
ASTHA CARE was developed in response to this gap. It is a one-stop rural healthcare hub that brings diagnosis, medical consultation, and treatment under one roof. Located in high-footfall rural markets and service centres, each ASTHA CARE facility offers rapid digital diagnostics, access to qualified doctors and an on-site pharmacy providing authentic medicines. Patients can complete their care journey within a single visit, supported by a digital electronic medical record (EMR) system that enables continuity of care and quality monitoring.
The model is designed to be commercially viable and locally operated, encouraging local entrepreneurs to invest in sustainable rural healthcare enterprises while improving access to quality care for underserved communities.
Digital media, particularly video content, is increasingly playing an important role in influencing perceptions and decisions among rural households. To increase patient footfall at ASTHA CARE centres, Swisscontact intends to engage a qualified creative agency to conceptualise and produce two high-toality audiovisual products: (i) a short film of approximately 15-20 minutes and (ii) an OVC of approximately 2-3 minutes.

Objectives of the assignment
The overall objective of this assignment is to develop a short film and an OVC that raises awareness of ASTHA CARE, strengthen community trust in its services, and encourage rural populations to visit and utilise ASTHA CARE facilities, ultimately increasing patient footfall.
