Swisscontact Bangladesh is implementing SHOMPRITEE – Towards Locally Led Cooperation for Climate Migrants project, which strengthens inclusive and climate-resilient urban governance in partnership with municipalities. Within this framework, the Water Kiosks – Social Enterprise for Safe and Affordable Drinking Water initiative promotes decentralised, entrepreneur or institution-operated water kiosks as a practical service model to improve access to safe drinking water in both commercially viable and socially vulnerable locations, including areas with high concentrations of climate migrants.

Objective of the Assignment
The primary objective is to create measurable demand and build a sustainable customer base for the two water kiosk enterprises.
- Reach at least 50,000 community members through targeted safe-water awareness and promotion.
- Enable 5,000 people to access safe drinking water through the two kiosks.
- Convert household, institutional and commercial prospects from engagement to trial, purchase, repeat purchase and regular use.
- Strengthen entrepreneurs' customer acquisition, sales, follow-up and retention systems.

The agency shall propose plant-wise allocation, calculation methodology, assumptions, data sources and verification / deduplication measures during inception for Swisscontact approval.
Responsibilities
- Assess both catchments and develop plant-wise demand-creation and customer-acquisition plans.
- Deploy three dedicated personnel: one Water Kiosks Team Support Person and one field focal person for each kiosk.
- Implement market launches and an adaptive mix of awareness, promotional and customer-conversion activities, including health camps and community outreach.
- Include school-based safe-water awareness for Plant 2 where the proposed school ATM access point is established and facilitate municipality-led cleanliness/waste-management awareness activities.
- Build household, institutional, and commercial customer pipelines and support repeat purchase and customer retention.
- Provide IEC/branding, promotional support and stakeholder engagement information/gift materials, entrepreneur training/mentoring, customer, and sales tracking, reporting and handover systems.
- Provide professional photography, one 4-minute audiovisual product and 2 short digital reels.
Required Qualification and Eligibility Criteria
- Legal registration in Bangladesh (trade license/incorporation; Joint Stock registration where applicable).
- Valid TIN and VAT registration.
- Minimum 3 years of relevant experience, particularly in demand creation, marketing/customer acquisition, community mobilisation, awareness campaigns or behaviour-change communication.

Experience in IEC development, branding and communication.

Capacity to undertake professional photography and audiovisual production directly or through qualified service providers.

A qualified implementation team capable of delivering the assignment.

Experience in safe water, WASH, social enterprise or development communication will be an advantage.
Required Legal Documents
In addition to the above-mentioned requirements, it is mandatory for the applicant to submit necessary documents demonstrating their legal, taxation and financial status. The documents should be part of the proposal and include the following:
- Tax Identification Number (TIN).
- VAT registration number
- Trade license;
- NGO bureau registration (if applicable);
- Joint stock registration certificate (if applicable)
- Proof of a segregated account (providing the name and address of such an account).
- Other valid papers (Provided by Government institutions).
- The vendor must bear all Advance Income Tax (AIT) and VAT. The total amount of VAT should be mentioned in the financial proposal.
Proposal Requirements
- The technical proposal should demonstrate the bidder's approach to:
- Customer acquisition and conversion, including plant-wise strategy and target methodology.
- Adaptive promotion, institutional/commercial sales, retention and enterprise growth.
- School-based safe-water awareness and facilitation of municipality-led cleanliness/waste-management activities.
- Field staffing, IEC/branding, data management, implementation timeline and coordination.
The financial proposal must be activity-wise, in BDT, include applicable VAT/taxes, clearly identify the cost of the three dedicated personnel, and remain valid for at least 90 days.

Interested bidders should submit both technical and financial proposals in two separate envelopes (and via email for the technical part) no later than 30 August 2026, before 05:00 PM.
