BACKGROUND
Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development cooperation and has carried out its own and mandated projects since 1961.
Swisscontact promotes inclusive economic, social and ecological development through market systems development, private sector engagement, and sustainable solutions that improve livelihoods and resilience.
PROJECT BRIEF
Swisscontact is implementing the project "Piloting Cement Bamboo Frame Technology (CBFT) as an Affordable Housing Solution in Bangladesh."
The project aims to demonstrate Cement Bamboo Frame Technology (CBFT) as a durable, affordable and scalable housing solution while strengthening Bangladesh's sustainable construction ecosystem.
As part of the pilot, Swisscontact will construct ten (10) CBFT housing units across selected locations in Bangladesh. This Request for Proposal (RfP) covers the first implementation package, consisting of the construction of three (3) duplex housing units (serving six households) in Rangunia, Chattogram.
Swisscontact is therefore inviting proposals from qualified contractors to undertake the required civil construction, foundation, site preparation, on-site assembly support, finishing works and related activities.
The detailed Terms of Reference (ToR), drawings, implementation schedule and other annexes provide the complete scope of work, technical specifications and submission requirements.
SCOPE OF WORK
The selected contractor will be responsible for, but not limited to:
- Site preparation and mobilisation
- Foundation and plinth construction
- On-site assembly support for prefabricated CBFT components
- Roofing, cladding and finishing works
- Utility coordination and handover support
- Compliance with project quality assurance, safety and technical supervision requirements

GEOGRAPHIC COVERAGE
The initial assignment will be implemented in Rangunia, Chattogram.

However, the overall project may involve implementation across:
- Dhaka
- Gazipur
- Chattogram
- Bandarban
- Nilphamari
- Dinajpur
- Sylhet
Contractors with operational capacity in any of these locations are encouraged to apply.
MINIMUM ELIGIBILITY
Interested contractors should preferably have:
- Experience in civil construction, foundation works or low-rise building construction
- Capacity to mobilise skilled labour in Rangunia, Chattogram
- Ability to work under technical supervision and quality assurance procedures
- Good site safety practices
- Relevant legal and administrative documents
PROPOSAL SUBMISSION
Interested contractors are requested to submit:
Technical Proposal
The proposal should demonstrate:
- Understanding of the assignment
- Relevant construction experience
- Team composition and manpower readiness availability
- Ability to work within timeline
- Local presence/ logistics capacity
Financial Proposal
A separate financial proposal in Bangladeshi Taka (BDT) covering all costs required for successful completion of the assignment, prepared in accordance with the detailed ToR.

Interested applicants are requested to complete the proposal and submit any available supporting documents relevant to their experience, operational capacity, and area of interest by July 15, 2026. Applicants are encouraged to submit relevant administrative and legal documents. Additional information or documentation may be requested from shortlisted applicants at a later stage of the process.
