| Swisscontact - Swiss Foundation for Technical Cooperation, is headquartered in Zurich and was founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international cooperation and since 1961 has carried out its own and mandated projects.
Swisscontact currently employs over 1,400 staff worldwide and manages projects in 41 countries on behalf of public and private donors. Swisscontact is registered as an International Non-Governmental Organisation (INGO) in Bangladesh under the NGO Affairs Bureau, Government of the People’s Republic of Bangladesh.
BACKGROUND OF INSPIRE
Initiative to Stimulate Private Investment for Resource Efficiency (InSPIRE) is a challenge fund project that aims to accelerate sustainable energy adoption in Bangladesh’s Ready-Made Garment (RMG) sector by enhancing technical and financial capacity. InSPIRE is a four-year project (January 2025–December 2028) in Bangladesh, funded by the Embassy of Sweden and implemented by Swisscontact.
Despite RMG sector of Bangladesh driving over 10% of the GDP and employing four million workers, its future growth and competitiveness are at risk due to high energy consumption from unsustainable sources such as fossil fuels. On that background, InSPIRE mobilises a blended finance instrument in which private investment is matched with a Challenge Fund to support RMG factories and Energy Service Companies (ESCOs) in investing in energy efficiency and renewable energy.
BACKGROUND OF THE ASSIGNMENT
As part of partnership management, InSPIRE will engage technical consultants to validate the technical implementation of funded projects prior to the expiration of contribution agreements. The validation will focus on confirming that all approved interventions have been implemented as per design and that procured materials, equipment, and services have been properly utilized.
OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to verify the technical implementation, functionality, and utilisation of procured materials and services under Challenge Fund -supported projects. Till now InSPIRE is supporting 10 factories under Window 1 in 2025. New factory partners will be onboarded in 2026-27. The total tentative number of factories is expected to be 18 in 2025-2026.
SCOPE OF WORK AND RESPONSIBILITIES
The selected technical consultant(s)/expert(s) will support the Fund Management Team in verifying technical implementation, functionality, and utilisation of procured materials and services under Challenge fund supported projects.
LOCATION OF THE ASSIGNMENT
- The assignment will primarily be carried out on-site primarily in RMG hubs in Dhaka, Gazipur, Narayanganj, and Chattogram but not limited to these locations
- Coordination meetings, document reviews, and reporting activities will be conducted remotely or at the Fund Management Team’s office or as appropriate.

TIMELINE OF THE ASSIGNMENT
- The engagement of the selected technical consultant(s)/expert(s) will be part-time and deliverable based. The assignment is expected to be conducted over a specific timeline of 2026 to 2027.
