The Opportunity

The Technical Specialist-Partnerships has an important role in supporting the Partnership function within the Rohingya Response team in Cox’s Bazar and in the Country Office. This follows the development of a response-specific Partnership Strategy, a Humanitarian Partner Manual and a Humanitarian Partner Capacity-Strengthening Framework, localization strategy – with a vision to grow our partnership portfolio and develop a strong operational platform to help deliver our ambitions for affected children. The role holder will be supporting the Partnership function immensely in driving the learning agenda, localization strategy in updating the knowledge of local actors, creating ownership amongst the partners in terms of learning and development, administering the partnership's yearly work plan and partners’ capacity strengthening plan, along with monitoring and revising partners’ capacity strengthening plan. Besides, organizing feedback exchange meetings, orientations, and assessments, on job training with the partner to build a wider relationship and quality program implementation.

Technical Specialist-Partnerships will play an important role in leading the expanding portfolio of Rohingya response partnership function jointly with the Partnerships Manager. Currently, 12 projects have been implemented with the partnership of 10 local partners and 1 international partner. Besides, there are a couple of funding scopes upcoming with the possibilities to implement through partners. In AHP 4, there is a dedicated localization outcome and strategy under which 7 partners will be supported through Organizational Capacity Assessment (OCA) and a series of organizational capacity strengthening activities based on the OCD plan. Besides, in ECHO, ECW, DANIDA SPA, and BMZ, a range of organizational capacity strengthening activities is planned for which the technical expertise of Technical Specialist-Partnerships is required to support Partnership Managers in executing the activities in a timely and quality. Furthermore, most of the donors, including USAID and ECHO, have developed their localization policy and are planning to extend the direct funding to local partners and focus on organizational capacity strengthening along with other localization dimensions. In addition to that, Save the Children Bangladesh Country office is also developing a localization strategy; therefore, the Technical Specialist-Partnerships can play a pivotal role in administering already planned capacity strengthening activities and promoting the localization agenda, fulfilling the upcoming organizational priorities and needs moving forward. The position holder has considerable scope and contribution in developing a strong operational platform for SCI in delivering its ambitions for Children. 

Qualifications and Experience

• 3-5 years’ experience working with a humanitarian/development organisation in partnership management, organizational development, awards management, program management and operations.
• Proven experience in facilitating Organizational Capacity Assessment (OCA), supporting partners in
• Organizational Capacity Deployment (OCD) plan, monitoring and supporting partners in execution of the OCDs.
• Competence in financial planning and budget expenditure monitoring
• Good understanding of donor compliance, particularly GAC, ECW, DFAT, USAID, ECHO, DANIDA, etc.
• Ability and willingness to travel regularly into the field. 
• Fluency in English and Bangla, both verbal and written, is required.
• Master’s in social science, Development Studies, International Relations, Sociology Anthropology or other relevant fields of studies.
