Position Title: Deputy Director (Microfinance)

RDRS was established on 8 February 1972 as the Bangladesh Field Program of the Geneva-based Lutheran World Federation/Department for World Service (LWF/DWS), with the aim of rebuilding war-ravaged Bangladesh. In 1997, RDRS was formally registered under the "Trust Act" and emerged as an independent, national non-governmental organization (NGO). Alongside agriculture, education, health, women's empowerment, environment, and disaster management, RDRS has been successfully running its microcredit program since 1991, which is now one of the organization's largest programs. Through microcredit activities across various regions of the country, the organization is playing a vital role in improving the living standards of underprivileged communities.

Summary of the Position

The Deputy Director, Microfinance, is a senior level position in RDRS. The person will work under the direct supervision of the Director-Microfinance. S/he will support the Director-Microfinance in the overall management, operational oversight, business growth, risk management, and institutional sustainability of the Microfinance Program.

The Deputy Director-Microfinance will play a key role in planning, implementation, monitoring, supervision, and performance management of the microfinance operations. S/he will ensure compliance with organizational policies, MRA Rules, PKSF guidelines, donor requirements, regulatory standards, and best practices in the microfinance sector.

The incumbent will provide strategic and technical support to regional and field management teams to ensure operational efficiency, portfolio quality, productivity, client protection, and sustainable growth.

Key Responsibilities

1. Strategic and Program Management

  • Support the Director-Microfinance in developing strategic plans, annual operational plans, and business growth strategies.
  • Analyze sector trends, market opportunities, and emerging risks to support informed decision-making.
  • Contribute to the development and revision of savings, credit, and operational policies and procedures.
  • Support innovation initiatives including digital financial services, product diversification, and process improvement.

2. Operations Management

  • Oversee microfinance operations through Divisional, regional, Area and branch management structures.
  • Monitor branch productivity, portfolio quality, client retention, and operational efficiency. Ensure proper implementation of operational policies, procedures, and internal controls.
  • Review operational performance and provide guidance for achieving organizational targets.
  • Undertake field monitoring, supervision, and performance review processes.

3. Financial Management and Reporting

  • Support effective fund utilization and liquidity management.
  • Monitor budget implementation and financial performance.
  • Review portfolio performance, operational sustainability, and profitability indicators.
  • Contribute to preparation of financial, operational, donor, and management reports.
  • Support preparation of annual budgets and business plans.

Key Requirements for the Position

1. Education

  • Master's Degree in Economics, Finance, Accounting, Management, Development Studies, Agricultural Economics, or other relevant disciplines.
  • Additional professional qualifications in Microfinance, Banking, Financial Management, or Development Management will be preferred.

2. Experience

  • Minimum 15 years of professional experience.
  • At least 10 years in senior management positions with responsibility for managing large-scale microfinance operations.
  • Experience in dealing with MRA, PKSF, Bangladesh Bank, donors, and financial institutions.

3. Skills and Competencies

  • Strong leadership and people management skills.
  • Excellent analytical, financial, and problem-solving abilities.
  • Sound understanding of microfinance operations, risk management, and portfolio quality management.
  • Strong communication and presentation skills in Bangla and English.
  • Proficiency in MS Office, MIS and Microfinance Software.
  • Ability to work under pressure and meet organizational targets.

4. Additional Requirements:

  • Able to perform in a fast-paced environment and be able to meet tight deadlines.
  • Should have high analytical skills.
  • Should be knowledgeable about microfinance sector in Bangladesh
  • Should possess good Interpersonal skills.
  • Clear track record of Honesty and Trustworthiness.
