Terms of Reference (ToR) for Redesign and Development of PHD’s Website

Background

Partners in Health and Development (PHD) is a national non-profit development organization in Bangladesh with over 30 years of experience in public health, humanitarian response, climate resilience, gender equality, research, capacity development, and partnership management.

PHD works closely with government institutions, UN agencies, development partners, NGOs, and communities to improve the health and wellbeing of vulnerable and marginalized populations across Bangladesh.

PHD seeks to redesign and upgrade its existing website (www.phd-bd.com) into a modern, dynamic, secure, accessible, and interactive digital platform that reflects the organization’s vision, values, impact, and institutional credibility.

The upgraded website will serve not only as an information-sharing platform, but also as a strategic communication, advocacy, transparency, knowledge management, and stakeholder engagement tool. The website should align with current international standards and digital trends followed by NGOs, INGOs, humanitarian agencies, and UN organizations.

PHD therefore invites qualified firms or individual consultants to design, develop, and deploy a professional institutional website with modern functionalities, strong user experience, enhanced cybersecurity as well as accessibility, and future scalability.

Objectives of the assignment

The overall objective of this assignment is to redesign and upgrade the existing organizational website into a modern, responsive, secure, user-friendly, and interactive platform that effectively represents the organization’s programs, achievements, publications, and humanitarian response activities, and enhances institutional visibility at national and international levels.

Specific objectives include:

  • Develop a modern, secure, accessible, and mobile-responsive website aligned with international NGO/INGO digital communication standards
  • Effectively communicate PHD’s mission, vision, programs, achievements, and partnerships.
  • Improve accessibility and user experience for diverse audiences, including low-bandwidth and mobile users;
  • Incorporate multilingual functionality (Bangla and English) and accessibility-friendly features;
  • Ensure future scalability for additional modules such as donation systems, project dashboards, e-learning resources, complaint and feedback systems, and interactive data visualization;
  • Ensure compliance with cybersecurity, privacy, accessibility, and digital governance best practices;
  • Enable easy content management, future maintenance, and long-term sustainability of the platform.

The selected firm/consultant shall perform, but not be limited to, the following tasks:

A. Assessment and Planning

  • Review the existing website and identify gaps;
  • Conduct consultation meetings with management and relevant departments;
  • Prepare a site map, design concept, and development plan.

B. Website Redesign and Development

Develop a fully functional website with the following minimum features:

General Features, Modern and professional design;

  • Responsive design for desktop, tablet, and mobile devices;
  • Multilingual support (English and Bangla);
  • Dynamic homepage with banners/sliders;
  • User-friendly navigation structure;
  • Search functionality;
  • Contact forms and inquiry management;
  • Integration of social media platforms;
  • Interactive photo and video gallery;
  • Download center for publications, policies, reports, and forms;
  • News/events/blog management system;
  • Donor and partner showcase section;
  • Career/vacancy section;
  • Emergency/humanitarian response update section;
  • Program/project portfolio pages;
  • Staff email/contact integration if required.

Technical Features:

  • CMS-based platform (preferably WordPress or equivalent secure CMS);
  • SEO optimization;
  • Website speed optimization;
  • SSL/security integration;
  • Spam protection and firewall configuration;
  • Google Analytics integration;
  • Backup and recovery system;
  • Role-based admin access;
  • Data privacy and security compliance;
  • Cross-browser compatibility.

Accessibility and Compliance

  • Accessibility-friendly design;
  • Compliance with international web standards;
  • GDPR/privacy policy integration if applicable.

4. Deliverables

The selected firm/consultant shall provide the following deliverables:

  1. Inception report with work plan and timeline;
  2. Proposed website design mockups/wireframes;
  3. Fully developed and tested website;
  4. Migration of existing content/data;
  5. SEO setup and analytics integration;
  6. Website security configuration and backup system;
  7. User manual/admin guideline;
  8. Training for designated staff;
  9. Final source code, credentials, and ownership transfer;
  10. Post-launch technical support and maintenance (minimum 3–6 months).

5. Duration of Assignment

The duration of the assignment will be approximately 4 weeks from the date of contract signing.

6. Required Qualifications and Experience

The consulting firm/individual should have proven experience in website design and development;

  • Minimum 3–5 years of relevant experience;
  • Experience working with NGOs, INGOs, UN agencies, or development organizations;
  • Expertise in CMS development, UI/UX design, and cybersecurity;
  • Strong portfolio of similar assignments;
  • Capacity to provide technical support and maintenance;
  • Experience in multilingual website development is preferred.

7. Reporting and Coordination

The consultant/firm will work under the direct supervision of the [Communication/IT/Admin] Department of [Name of NGO]. Regular progress updates and review meetings will be conducted throughout the assignment period.

11. Confidentiality and Ownership

All documents, designs, source codes, data, and materials developed under this assignment shall remain the property of PHD. The consultant/firm shall maintain confidentiality of all organizational information and data.
