Purpose of the Position:
The Director, Office of Internal Affairs, is responsible for planning, development, implementation, and overseeing all university procurement activities to ensure transparency, efficiency, accountability, and value for money. The incumbent provides strategic leadership and operational management of the university's procurement function, including the acquisition of goods, works, and services. Director ensures full compliance with the Procurement Act and Rules of Bangladesh, university policies, and international best practices. Director works closely with all academic and administrative departments to understand their procurement needs and delivers timely, cost-effective, and high-quality solutions while maintaining the highest standards of integrity and governance. This position plays a critical role in supporting the university's academic and operational excellence by effectively managing procurement and vendor relationships.
Key Responsibilities (include but are not limited to):
- Develop and implement procurement strategies, policies, and procedures aligned with university goals and regulatory requirements
- Oversee the entire procurement lifecycle, including planning, sourcing, tendering (local and e-GP), evaluation, negotiation, and contract management
- Ensure strict compliance with the Procurement Act/Rules of Bangladesh, financial regulations, and North South University's procurement guidelines
- Promote transparency, fairness, ethical practices, and value for money in all procurement activities
- Lead, coach, and develop the procurement team to enhance performance and professional capability
- Build and maintain strong collaborative relationships with all departments and units across the university
- Manage vendor pre-qualification, performance evaluation, and maintain a robust supplier database
- Coordinate with Finance, Internal Audit, and other departments to ensure proper documentation, risk mitigation, and fraud prevention
- Prepare regular reports on procurement activities, achievements, savings, and compliance for university management
- Advise senior leadership on procurement-related matters and recommend process improvements and digitalization initiatives
- Monitor and control procurement budget and ensure cost optimization without compromising quality
Stay updated on national and international procurement trends and best practices relevant to higher education institutions
- Lead large-scale implementation of ERP systems (e.g., SAP) across inventory, procurement, budgeting, and related functions
- Develop, review, and update procurement policies, SOPs, and vendor selection processes to ensure compliance and transparency
- Organize and/ or participate in meeting, organizational discussion on substantive procurement and supply matters
Educational Qualifications:
- Master's degree in Business Administration with a major in Supply Chain Management/Procurement/ Finance or a related discipline from a recognized university, along with a four-year Bachelor's degree.
Experience & Key Competencies:
- Minimum 15 years of relevant experience in procurement and supply chain management in a university, public sector organization, or reputable corporate entity.
- Proven track record in managing large-scale procurement operations, tender processes, and contract administration.
- In-depth knowledge of Bangladesh's Public Procurement Rules and the e-GP system is essential.
- Strong experience in strategic sourcing, vendor management, and cost optimization.
- Demonstrated leadership in ensuring transparency, compliance, and ethical procurement practices, team building, meeting deadline.
