Job Summary:

The Finance and Admin Officer will be responsible for overseeing financial management, administrative operations, and ensuring compliance with organizational and donor regulations for the "Gender Uplifting for Inclusive Development and Community Empowerment" project. The role involves managing project finances, maintaining accurate financial records, supporting budgeting processes, and ensuring smooth administrative operations. The Finance and Admin Officer will also play a crucial role in ensuring transparency, accountability, and efficient use of project resources.

Key Responsibilities:

  1. Financial Management
    • Oversee and manage the financial activities of the project, ensuring compliance with organizational policies, donor requirements, and relevant accounting standards.
    • Prepare, monitor, and manage project budgets, ensuring that all financial transactions are in line with the approved budget and project objectives.
    • Ensure timely processing of payments, including staff salaries, partner payments, and vendor invoices, while maintaining accurate and up-to-date financial records.
    • Track project expenditures, ensuring that all costs are accurately documented and aligned with project deliverables.
    • Conduct monthly and quarterly financial reviews and reconcile project accounts to ensure accuracy and consistency in financial reporting.
    • Prepare regular financial reports for submission to the Project Manager and donors, highlighting financial status, budget variances, and forecasting needs.
  2. Budgeting and Forecasting
    • Assist in the development of detailed project budgets and financial forecasts in collaboration with the Project Manager and program teams.
    • Monitor actual project expenditures against budgeted amounts, identifying any variances and recommending corrective actions.
    • Participate in the periodic review and revision of the project budget, ensuring alignment with evolving project needs and donor requirements.
  3. Compliance and Audit
    • Ensure that all financial processes and procedures adhere to donor guidelines, organizational policies, and relevant legal regulations.
    • Maintain accurate documentation of financial transactions, including receipts, invoices, and contracts, for audit purposes.
    • Facilitate internal and external audits of the project by providing necessary financial records and ensuring prompt resolution of audit findings.
    • Conduct regular compliance checks to ensure all procurement and financial activities are conducted with transparency and integrity.
  4. Administrative Support
    • Manage the day-to-day administrative operations of the project, ensuring the smooth functioning of office activities, logistics, and support services.
    • Oversee procurement processes, ensuring that goods and services are purchased in line with procurement policies and project needs.
    • Ensure proper inventory management of office supplies, project assets, and equipment, maintaining accurate records and ensuring their efficient use.
    • Coordinate the administrative needs of the project team, including travel arrangements, meeting scheduling, and logistical support for workshops, events, and field activities.
  5. Human Resource Support
    • Assist in the recruitment process for project staff by managing administrative aspects such as advertising positions, scheduling interviews, and maintaining personnel records.
    • Support staff payroll processing and ensure that all statutory deductions (e.g., taxes, social security) are correctly applied and remitted.
    • Maintain up-to-date records of staff contracts, timesheets, and leave entitlements, ensuring compliance with organizational HR policies.
  6. Reporting and Documentation
    • Prepare monthly, quarterly, and annual financial reports for internal review and donor submission, ensuring accuracy and timeliness.
    • Provide financial data and inputs to the Project Manager for donor reports, proposals, and project evaluations.
    • Maintain organized and comprehensive records of all financial transactions, agreements, and correspondence related to the project.
  7. Coordination and Communication
    • Liaise with consortium partners, local vendors, service providers, and other stakeholders to ensure smooth financial and administrative operations.
    • Coordinate with the Project Manager and other staff to ensure that financial management supports the effective implementation of project activities.
    • Provide regular financial updates to the project team, offering guidance on financial matters and budget utilization.

Job Location:

  • Naria, Shariatpur with frequent field visits to other project upazilas and grassroots project locations.

Experience

  • At least 5 years of experience in financial management, preferably within a donor-funded project or NGO setting.

Educational Background:

  • A Master’s degree in Finance, Accounting, Business Administration, or a related field. A professional accounting qualification (e.g., ACCA, CPA) is an added advantage.
