Invitation for Design & Construction Supervision Services

KOICA Bangladesh Office invites qualified consulting firms and companies to express interest in Construction Design and Supervision Services for the following grant-aid projects respectively.

1. About KOICA

Korea International Cooperation Agency (KOICA) is a government aid agency of the Republic of Korea (ROK), founded in 1991. KOICA implements Korea's grant and technical cooperation of the ROK, supporting the socio-economic development of many developing countries. KOICA has selected seven priority sectors to assist the sustainable socio-economic development of developing countries based on their development needs and Korea’s comparative advantages. [Education, Health, Public Administration, Agriculture and Fishery, Technology & Environment & Energy, Cross-cutting issues [Gender/ICT/Human Rights/Climate Change]] KOICA has started its journey in Bangladesh in the year of 1993. In 1995, it started its full-fledged activities in Bangladesh with the initiation of an office within the Korean Embassy premises.

2. Title of the work: KOICA-Bangladesh 2026-03 Local urgent International Competitive Bidding for Selection of Design and Construction Supervision Consulting Services for the Ex-Post Management Project of Enhancing the Vocational Training Program at BKTTC, Chittagong

3. Purpose of Bidding/ Service needs to be provided :

  1. Design and supervision services for the reconstruction of the existing Academic Building (excluding the RAC building and Auditorium) at BKTTC Chittagong (Soil Investigation, Design for SD/DD/CD, Construction Bid Documents, Construction Supervision for Academic Building).
  2. Structural review of the demolition edge line of the existing Academic Building.
  3. Total Gross Floor Area (2 floors) of the Academic Building: Approx. 2,088 ㎡ (GF: 1,044 ㎡ / 1F: 1,044 ㎡).

4. Location: KOICA-designated location (BKTTC Chittagong)

5. Project Budget: USD 150,000 (VAT excluded)

(Design: USD 100,000/ Supervision: USD 50,000)

Note: Bidders’ Proposals should not exceed this budget. Any bid exceeding the project budget may result in rejection of the bid.

7. Submission of Application:

Interested bidders must submit an application to participate via email and hard copies.

In accordance with the Instructions to Bidders, on or before October 04, 2026, 16:00:00 (BEST).

Application must be submitted in hard copy along with a soft copy on two USB flash drives (pen drives).

Note: Please note that time compliance will be strictly enforced based on the official time recorded upon receipt in the designated email and submission inbox at the office premises. Any submission received after 16:00:00 (including delays of even one second) will be automatically classified as late and will not be considered or evaluated under any circumstances.

To prevent potential disqualification due to server delays, network congestion, or technical issues, bidders are strongly advised to finalize and submit their applications well in advance of the deadline.

13. Bidder Eligibility & Qualifications:

  • Submission of participation application by the deadline.
  • A legitimate and lawful entity legally established by the relevant laws and regulations of Bangladesh.
  • The bidder shall be a legally established entity and must comply with all applicable national and international laws relevant to the performance of the contract.
  • Registered with BPPA (Bangladesh Public Procurement Authority).
  • Valid licenses (Trade license for consultancy, architectural, or engineering services; Company registration; Taxation Certificates-e-TIN and e-BIN / VAT Registration Certificate from NBR; Professional Engineering & Architectural Accreditations from relevant statutory bodies like IEB and IAB; BPERB Registration, or as per regulation) to perform the required services in designated places.
  • An entity registered (with all authorized licenses as per international and Bangladesh procurement regulations) to conduct business in the field of design and construction supervision, and related services. Any absence of a required license or an invalid/forged license will be considered as ineligibility for this bid.
  • Anyone not sanctioned or penalized by international organizations or governments as an ineligible entity.
  • A pledge needs to be signed (Such pledge shall contain the bidder’s declaration that it has never been subject to any sanction prior to participating in this bid, and it will not raise any objection against the termination and nullification of the contract if its declaration is found to be untrue).
  • (In case of Korean firms) Anyone not sanctioned by the Korean government as ineligible (or such a sanction has expired) in accordance with Article 27 of the National Contract Law (Law on Contracts to Which the State is a Party), Article 31 of the Local Government Contract Law, or Article 39 of the Management of Public Institutions Law.
  • Anyone who has never been punished by any government on charges of bribery. Must sign an ODA Project Anti-Corruption Pledge.
  • Direct or indirect provision of cash or entertainment in exchange for a favor in this procurement procedure is prohibited. Must sign the Anti-Corruption and Integrity Contract. Must sign an Anti-Corruption and Integrity Contract.
  • Bank Guarantee / Solvency Certificate/Bid Security / Performance Security currency needs to be in USD (only). Bidders need to be able to submit it as per the bid document from an authorized, qualified, and standard International or national Bank.
