Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.


Purpose
The Senior Environmental Health Manager – WASH, Health & ERP provides strategic leadership, technical oversight, and operational management of Protecting lives, building resilience: Climate-responsive WASH and health services for Rohingya refugees and host communities. The role focuses on improving the health, well-being, and climate resilience of Rohingya refugees and surrounding host communities through integrated, equitable, and sustainable WASH and health services. This includes strengthening climate-resilient water and sanitation systems, quality primary health services, infection prevention and control (IPC), medical waste management, integrated disease surveillance, and emergency preparedness and response. The position also ensures inclusive and gender-responsive programming, continuity of essential services during climate shocks, and compliance with donor and national standards, contributing to healthier and more resilient communities.

Major Responsibilities
  • Provide strategic leadership for integrated climate-sensitive WASH and Health programming across 7 Rohingya camps to improve health, well-being, and climate resilience of refugees and host communities.
  • Strengthen community water supply management systems and WASH Committees to ensure sustainable, inclusive, and climate-resilient water services.
  • Oversee improvements to existing community water supply and health facility WASH services to enhance climate resilience and service quality.
  • Ensure infection prevention and control (IPC), environmental health standards, and healthcare waste management systems are effectively implemented in health facilities.
  • Provide technical support to SRH team at PHCC level and partner-led implementation in Southern-Bangladesh
  • Lead community-based disease surveillance and outbreak response, ensuring timely reporting and coordination with relevant authorities and clusters.
  • Ensure continuity of essential health and WASH services during climate shocks and emergencies through preparedness planning and response coordination.
  • Lead RCCE/SBCC initiatives to support community actions that reduce risks of climate-induced and WASH-related infectious diseases.
  • Coordinate with Health and WASH sectors, government authorities, and partners to strengthen data-driven early warning systems and preparedness plans for climate-related hazards.
  • Manage project implementation, budgets, compliance, staff supervision, and capacity building, ensuring quality delivery and donor reporting.
  • Represent IRC in sector coordination forums and government engagements on WASH, health, climate resilience, and emergency preparedness.

  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Requirements
  • Minimum 7 years of progressive experience in humanitarian Health and WASH programming, including leadership of integrated and climate-sensitive interventions.
  • Demonstrated experience in outbreak management, emergency response and preparedness, particularly in refugee or camp-based settings.
  • Proven experience managing integrated WASH–Health programs, including water supply systems, IPC, community disease prevention, and health facility WASH services.
  • Experience overseeing Primary Health Care Centers (PHCCs) and coordinating with implementing partners to ensure quality service delivery, referral systems, and continuity of care during emergencies.
  • Working experience with the Health, WASH sector and national clusters, and other govt. agencies (IEDCR, DGHS, BMD, etc.)
    
Specific Educational Qualification
  • MBBS (mandatory), Master of Environmental Health, Public Health, Environmental Science preferred.
