1. Organizational Background
iDE is an international NGO with over 40 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor and the longest-established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has eight projects in Agricultural Markets, Water, Sanitation and Hygiene (WASH), Renewable Energy, Climate Smart Technologies and Access to Finance with a focus on women’s economic empowerment and climate-smart technologies.
Project Background:
Bangladesh has made significant progress in various areas, like expanding industries, access to electricity, and improving overall development indicators. However, there are challenges, especially in taking care of the environment and indoor air pollution. Household air pollution contributes to 7.7% of global mortality, causing respiratory infections in children and diseases like heart ailments and cancer in adults. Despite advancements, 40% of global households (3 billion people) and 30 million households (70% of the population) in Bangladesh rely on traditional cookstoves.
Moreover, dirty cooking contributes to 2.1% of global carbon dioxide (CO2) emissions. Urgent action is essential to scale up clean cooking solutions, addressing SDG 7 and related goals. Policies, financing, and technological development are vital to meet the Bangladesh National target of universal clean cooking by 2030. To support the National & and SDG targets the “Clean Cooking Scale Up (CCSU) Bangladesh” project will promote the sales of electric cookstoves, carbon financing, gender-balanced youth employment, and integration of Responsible Business Conduct (RBC) values within the sector stakeholders. The program is funded by the Ministry of Foreign Affairs of Denmark (DMFA) and administered by an external Danida Green Business Partnerships (DGBP) Secretariat, hereinafter the Secretariat.
DGBP supports partnerships between commercial and non-commercial partners based on an innovative business case with an impact on developing countries and works in coherence with Danish strategic priorities in the partner countries. Each partnership contributes to green transition, inclusive growth, job creation, and improved livelihoods.
About the project
The project’s aim is anchored on commercial models, enhancing wider market strengthening for clean energy technologies (CET). It integrates carbon financing and promotes decent work and economic growth by upskilling youth for involvement in clean cooking technologies as a source of livelihood, employment, and entrepreneurship. Explicitly this project targets improved affordability of electric cook stoves through innovative finance solutions, enhanced business model profitability via carbon financing integration, skills training for sustainable entrepreneurship, Social and Behavioural Change Communication (SBCC) for consumer behavior change, and encourages public-private discussions, research, and private sector capital mobilization for an impactful scale-up. The overall targets of the project are:
- To promote the sales and utilization of 51,000 electric cookstoves in Bangladesh.
- Employment of 500 youths & increased incomes of 1,500 individuals.
- 100,000 Tons of CO2-equivalent Greenhouse Gas (GHG) emission reduction per year
2. Understanding of the Assignment
iDE Bangladesh is implementing the Clean Cooking Scale Up (CCSU) Bangladesh Project, an initiative aimed at strengthening the market for Clean Energy Technologies (CET). iDE is looking to hire skilled and experienced field facilitators (FF) for the CCSU Project. The Field Facilitator (FF) will play a pivotal role in the field-level execution of the CCSU project. The primary focus of the role is to drive consumer demand, support distribution channels, upskill local youth and entrepreneurs, increase CET user and uses, and ensure Responsible Business Conduct (RBC) amongst the alternative supply chain.
Working closely with local communities, entrepreneurs, project staff, and private sector partners, the FF will be responsible for:
- Community Engagement & Demand Generation: Conducting awareness campaigns and executing SBCC activities to drive consumer behavioral shifts toward electric cooking.
- Youth & Entrepreneurship Support: Facilitating skills training and providing continuous field guidance to youth and local entrepreneurs to create sustainable clean-cooking livelihoods.
- Market & Distribution Facilitation: Assisting in local distribution, supporting innovative financing/ affordability solutions, strengthening exclusive commercial sales networks, and increasing e-cooking uses amongst the targeted community at the field level.
- Reporting & Compliance: Maintaining required field documentation, supporting audit and validation activities, and ensuring timely, quality implementation of assigned field targets.
This is a Six--month contractual assignment under the Clean Cooking Scale Up (CCSU) Bangladesh Project, implemented by iDE Bangladesh. The contract may be extended based on project requirements, budget availability, satisfactory performance, and project continuation. Key Roles and Responsibilities: The responsibilities of the Field Facilitator (FF) include, but are not limited to, the descriptions below.
Task Summary |
The Field Facilitator (FF) is the primary field-level representative responsible for implementing the CCSU Project in assigned areas. The FF will identify, digitally profile and enroll eligible Clean Energy Technology (CET) community sales agents, support facilitating skill training on CET sales and promotion, provide continuous technical support, provide on the job training, monitor the progress, collect and manage project data through the digital MRV system, and maintain accurate documentation. The FF will also support project monitoring visit, SBCC event (Road Show/Miking, School Campaign, Group Sales Meeting, Cooking Competition etc.) facilitation, Demo Kits and IEC material distributions activities to ensure compliance with the project technical and contractual requirements while contributing to promote the sales and utilization of 51,000 eCook stoves in Bangladesh through an inclusive business model which will result in 100,000 tCO2-equivalent GHG emissions reduction per year and improves the livelihoods of 2,000 women and youth engaged in the Clean Energy Technology (CET) sector.
In collaboration with Senior Officer-Skill and Enterprise Development and Market Development Officer (MDO), the FF will connect with local CET market actors, partners, sales agents, and govt. officials to collect information and integration, data collection, and agent engagement to achieve tCO2-equivalent GHG emission reductions and generate verifiable carbon credits.
Additionally, the FF is responsible for supporting all sorts of field activities, conducting scheduled field monitoring to increase CET users and uses, ensuring timely and accurate data collection and reporting through the digital MRV system, maintaining project documentation, facilitating monitoring and audit activities, and strengthening CET supply chain compliance with project requirements. |
Key Roles, Responsibilities, and Deliverables |
Key Roles:
- Community Sales Agent Identification and Onboarding
- Target Achievement: Responsible for onboarding new CET community sales agents and supporting agents' grooming in boosting sales performance.
- Profiling and Onboarding: Support and facilitate partners and CET agents onboarding, ensure all participants meet project screening criteria.
- Digital Literacy and Mapping: Conduct digital geotagging profiles of CET community sales agents, provide on-the-job support on digital literacy and solutions.
- Technical Training and Capacity Building
- Hands-on Instruction: Organize and conduct hands-on training sessions for CET community sales agents on e-cooking demonstrations.
- Training Logistics: Manage and support training logistics and conduct on-the-job sessions at the community level.
- Material Utilization: Use project manuals, SBCC materials, and communication documents to deliver standardized messages to CET community sales agents and local stakeholders.
- Market Facilitation and Stakeholder Engagement
- Private Sector Linkages: Map and engage local market actors (CET entrepreneurs and community sales agents) to ensure rural households have access to the technologies needed for Clean Cooking Scale Up (CCSU) Bangladesh.
- Governance: Engage Local Government Institutions (LGIs) and Union Parishads to integrate Clean Cooking Scale Up (CCSU) into local development plans
- Data Collection, Monitoring, and MEL
- Field Visits: Perform field visits to collect data for SBCC events, Household visits for motivation and increase CET uses, Monitor Promotion to Earn (P2E) activities, agent follow-up and grooming, and needful communication as per the project requirements.
- Reporting: Submit timely event reports for all field activities and provide comprehensive monthly program reports detailing achievements, challenges, and implementation insights.
Based on the field context, the Field facilitator is expected to deliver the following:
- Work plan for the execution of the assignment
- Monthly progress report
- Timesheet and movement log
- Event participant list, bill voucher (if any), and other record-keeping/compliance documents
- Clear and well-written documents in English/Bengali (as needed) from the data collected in the field, as per the prescribed format
- MRV data submitted accurately and on time.
- Clean Cooking Demonstration
- Target CET sales agents identified and enrolled in the profile

Education |
At least a Diploma degree in Social Science, or Development Studies, or HSC with experience in relevant fields is preferred. |
Work Experience |
- Minimum 1-2 years of experience in renewable energy field facilitation, extension services, or market system development
- Experience working with local CET entrepreneurs and/or NGO/CBO/Company in rural communities
- Experience in digital data collection and monitoring systems (preferred)
- Strong understanding of Clean Energy Technology (CET) in the rural context of Bangladesh
- Familiarity with clean cooking, specifically electric cooking or similar CET technologies (preferred)
- Proficiency in digital data collection tools, mobile applications
- Knowledge of GPS/geotagging technology and digital mapping tools
- Fresh Graduates are also encouraged to apply with appropriate motivation and skills

Financial Benefits and Conditions |
- S/he will get BDT1,100/day as daily wage for her/his service including all subsistence allowance e.g. costs of food, lodging and communication (mobile allowance) upon submission of monthly time sheet and 100% satisfactory deliverables. The contract will be for 6 months, and, in any single month, the number of working days cannot exceed 20 days.
- S/he will get the local transportation cost maximum number of days not to exceed 20 days/month (no other per-diem and other benefits), but on an actual basis related to program implementation purposes endorsed by her/his supervisor.
- The payment will be made in installments as follows: 100% payment upon completion and submission of acceptable deliverables, including an approved timesheet in each month, with consideration of the ‘No Work No Pay’ modality.
- No minimum number of working days guaranteed. The number and timing of assignments will depend on the approved workplan, field requirements, and satisfactory performance.
- The following terms and conditions will apply:
- The payment will be made through an account payee cheque/ wire transfer (account name, number, type, bank name, and branch name are required for wire transfer)
- Government VAT and tax regulations will be applied, and iDE Bangladesh will deduct all relevant VAT and Tax at source as per the GoB rule if applicable

Other Information |
- The period for conducting the assignment might be affected if unfavorable or unavoidable conditions arise during the period of the assignment. Under such circumstances, the facilitator is expected to be able to accommodate these changes without additional cost. A final detailed work schedule will be determined during the orientation meeting.
- The daily wage package, workdays, and deliverables may change based on negotiations with the iDE management.
- iDE reserves the right to terminate this agreement at any time with the consultation of the Field facilitator as per the institutional policy.

Major responsibilities of iDE
iDE will provide the Field facilitator with the necessary support to undertake and implement the assignment, and to execute the objectives of this assignment. Such responsibilities include the following:
- iDE will take responsibility for the assignment of the contract and onboarding of the field facilitator
- Provide initial briefing and provide specialized, tailored training to accomplish the tasks
- Provide relevant documents and technical support
- Guide the facilitator to enable him/her to understand the deliverables required
- The project field team will assist the field facilitator by providing information on project locations and respondents
- Disburse payment as per the agreed schedule in the contract
