Engaging a Youth-Membership-Based Local Organization Through a Safe
Migration Task-Specific Policy Advocacy Consultancy for the SIMS II Project

Helvetas Bangladesh invites proposals from youth-membership based local organizations with demonstrated expertise in youth engagement, communication, advocacy, social behavior change communication, and migration-related knowledge development. The assignment will be implemented under the Strengthened and Informative Migration Systems (SIMS) Phase II project, mandated by the Embassy of Switzerland in Bangladesh.
The selected organization will support SIMS in generating youth-centered insights on migration aspirations, concerns, communication preferences, and expectations from migration governance systems. The assignment will include youth consultations, development of communication and advocacy materials, creative campaign concepts, knowledge products, orientation for programme stakeholders and partner NGOs, and strategic recommendations to strengthen youth engagement and safe migration advocacy. Deliverables include an inception report, summary of youth consultation findings, communication content and creative concepts, dialogues or learning sessions, orientation session, and final analytical report with recommendations.
Applicants are invited to express their interest through separate technical and financial proposals indicating relevant experience, organizational capacity, proposed methodology, implementation timeline, and budget.
