HEED Bangladesh invites proposals from experienced consultants or consulting firms to lead the development of its Country Strategic Plan (CSP) for 2026–2030.

Established in 1974, HEED Bangladesh is a national, non-profit development organization working across 32 districts, implementing integrated programs in health, education, climate resilience, livelihoods, WASH, and social development. With evolving development priorities, donor landscapes, and global commitments such as the SDGs, HEED seeks to define a clear, future-oriented strategic direction for the next five years.

Purpose of the Assignment

The assignment aims to develop a comprehensive, evidence-based, and forward-looking strategic plan that will guide HEED’s programmatic focus, institutional growth, partnerships, and resource mobilization strategy through 2030.

Scope of Work

The selected consultant/firm will:

• Conduct in-depth internal and external situational analysis
• Facilitate multi-level stakeholder consultations (including field engagement)
• Define strategic priorities, thematic focus areas, and impact pathways
• Recommend institutional strengthening measures (governance, systems, HR, M&E)
• Develop a resource mobilization and partnership strategy
• Prepare an implementation roadmap, results framework, and risk mitigation plan
• Facilitate validation workshops and finalize the CSP

Expected Deliverables

• Inception report with methodology and timeline
• Situational analysis report (including SWOT/GAP analysis)
• Draft CSP (2026–2030)
• Final CSP document (English)
• Implementation plan and budget framework
• Validation workshop report

Consultant Profile

• Minimum10 years of relevant experience in strategic planning for NGOs/INGOs
• Demonstrated experience in strategic planning for INGOs/NGOs
• Strong understanding of Bangladesh or similar development contexts
• Expertise in program design, M&E, institutional development, and donor engagement
• Proven facilitation and stakeholder engagement experience
• Excellent analytical and communication skills

Duration & Timeline

The assignment is expected to be completed by 15 June 2026.
