Since then, HFHI-B has been dedicated to building prosperous and resilient communities by ensuring that everyone has access to a decent, safe, and affordable place to call home. To date, HFHI-B has supported over 45,000 families across 20 districts through more than 80 projects, often delivering affordable and climate-resilient housing solutions to marginalized communities. In addition, 2,233 volunteers have partnered with families to help build homes and hope. Currently, HFHI-B operates in Dhaka, Cox’s Bazar, and Satkhira districts. Purpose:
The Manager, Human Resources and Learning, Organizational Development is responsible for the effective planning, implementation, and execution of the Human Resources and Learning and Organizational Development strategy and business plan. The position ensures that the Bangladesh Office’s HR policies, systems, and procedures comply with HFHI standards and applicable national laws and are consistently and effectively implemented across the organization. The position also leads initiatives to foster an inclusive, empowering, and high-performing organizational culture that supports staff growth, engagement, development, and retention. Act as strategic partner to senior management on people and organizational matters.
Main responsibilities:
- Strategic HR Leadership – Collaborate with the Senior Management team to align HR strategies with HFH’s mission and strategic goals; Develop, implement, evaluate HR policies, procedures, and initiatives that support HFHI’s objectives; Understand the business operations of the Bangladesh office in order to provide sound advice; Support National Director and other leaders in organization design work and in other HR matters, including re-structuring and re-organization; Offer strategic input and support in all grant proposal requirements; Lead the HR function/team in the implementation of the department’s objectives.
- Talent Acquisition – Lead recruitment efforts, including job posting, candidate screening, interviewing, and selection process; Develop and maintain an effective onboarding process to ensure new employees integrate smoothly into the organization; Manage workforce planning to ensure that the organization has the right people with the right skills in the right places at the right time to fulfill its mandate and strategic objectives.
- Employee Development & Training – identify training and development needs and design programs to enhance employee skills and performance; Promote professional growth and continuous learning opportunities; Lead the Bangladesh Office to develop and support HR capacity, succession planning, staff retention, Occupational Health and Safety and Safeguarding; Demonstrate a commitment to Diversity, Equity, and Inclusion, and integrating ‘Servant Leadership Capabilities’ in supporting leadership development initiatives.
- Performance Management – Implement and oversee the performance appraisal process, providing guidance to supervisors and managers; Develop and monitor employee performance improvement plans; Coach leaders so that they can effectively manage the performance of their team members.
- Compensation & Benefits – Administer compensation and benefits programs, including but not limited to salary structures, health benefits, and retirement plans; Conduct compensation review; Provide guidance regarding salary structures and maintain competitive salary benchmarks.
- Employee Relations – Serve as a primary point of contact for employee relations issues, conflict resolution, and grievances; Promote a culture of open communication, inclusion, and diversity; Act as employee mediator by managing competing personalities and conflict between employees.
- Legal Compliance & Risk Management – Ensure compliance with employment laws and regulations of Bangladesh and maintain all employee records and documentation; Manage HR-related risks and facilitate audits or investigations when necessary; Ensure that within the parameters of cross-cultural and national limitation, all employment practices are within the policies and processes established by HFHI.
- Organizational Culture & Change Management – Communicate organizational culture, respond to organizational changes, assess employee attitudes, and track trends in employee behaviors; Develop and implement initiatives to enhance diversity, equity, and inclusion within the organization; Collaborate to address employee survey results and interventions with clear action plans.
- HR Data and Analytics – Collect and analyze HR data to inform decision-making, identify trends, and measure HR effectiveness, Report on key HR metrics to leadership and other stakeholders.
- Policy Development and Employee Handbook – Develop, maintain and update HR policies and procedures, ensuring they align with national legal requirements and HFHI standards.
- Partnership Management – Maintain regular coordination and provide support to department heads to fulfil the targets of Annual Operating Plan (AOP), Enterprise Risk Management (ERM) and the strategic and business plan of the HFHIB; Regularly collaborate and cooperate with HFHI-AP HR for organizational alignment and regional direction; In coordination with the National Director, liaise with various Government offices.

Requirements:
1. Education
- Degree in HR, Business, Psychology, Org Psychology, or Labor and Employment Relations from a recognized university. A relevant post-graduate degree is highly preferred.
2. Experience
- Minimum of 7 years in an HR/LOD function with 5 years management experience, preferably within the development or nonprofit sector or multinational organization.
3. Proficiency, Competency and Skill
- Analyzing complex situations, considering long-term objectives, and devising well-thought-out plans and actions to achieve those objectives.
- Collecting, gathering, visualizing, and analyzing information in the details, as well as the ability to see a problem or situation from different points of view.

It involves using various strategies and communication skills to persuade or shape the opinions and actions of individuals or groups. - Revising and planning organizational capacity, systems, applications, work processes and structures to ensure that these reflect strategic goals and priorities.

- Setting national HR strategies and objectives
- Communicating and modeling organizational values and expected behaviors to drive the achievement of business goals and objectives. Communicating effectively with confidence and professionalism, delivering messages in a clear, approachable, and influential manner. With strong written and verbal English communication skills, including copywriting, editing and proofreading.

Salary and Benefit:
The expected salary range for the position is BDT 120,000–150,000 per month. In addition, the selected candidate will be entitled to other applicable benefits, including Provident Fund (PF), Gratuity Fund (GF), festival bonuses, insurance coverage, and other benefits in accordance with the organization’s policies and applicable labour laws of Bangladesh.
