REQUEST FOR EXPRESSION OF INTEREST (EOI)

Construction works

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shape a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing technical cooperation projects in the areas of energy, climate change, textile, and human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

The GIZ is inviting qualified construction companies to express their interest in supporting the relocation of its project office premises to a new office premises by implementing interior construction measures of the new office premises. GIZ Bangladesh has engaged an architectural firm to perform technical design and supervision of construction while the final acceptance of the construction works remains with GIZ.

The scope of work includes the construction and fit-out works of 4 (four) floors of a newly constructed high-rise building within Gulshan-2, Dhaka. This includes office space interior works, flooring, partitioning, set up of workstations, meeting/conference rooms, informal areas, mechanical, electrical and plumbing (MEP) works, ventilation and air conditioning (HVAC), fire safety and security systems, access control, and washroom improvements and relocating existing furniture and equipment from the old office premises.

Tender procedure from invitation to tender until signing of contract is expected to take place between August 2026 and October 2026. Construction work is expected to be performed and completed approximately within 3 months from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

General Requirements

  • Submission of official letter expressing interest
  • Submission of company details including full company name, full address, phone and email
  • Submission of copy of company registration certificate
  • In case of candidate/tenderer consortium: Declaration by candidate/tenderer consortium
  • Submission of the filled-in “Self-declaration of Eligibility” Form (to be downloaded from the below link)

Commercial Eligibility Assessment:

  • Average annual turnover for each of the last three financial years (2023, 2024, 2025 or latest) of at least 1,525,000 EUR (approx. BDT 21,50,00,000) supported by audited financial statements or certified bank statements of each year respectively and valid trade license (with minimum 06-month validity), TIN certificate, tax return certificate of the assessment year 2024-2025 or latest, and VAT registration certificate.
  • Average number of employees and managers for the past three years of at least 15 person to be documented via company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years

Technical Eligibility Assessment:

  • The technical assessment is only based on reference projects each with a minimum commission value of 350,000 EUR.
  • At least three reference projects in the technical field of interior construction including fit-out work of office spaces with more than 600 m2 size, with a minimum commission value of 350,000 EUR each completed before the date of publication of this EOI.
  • At least two reference fit-out projects in Bangladesh over the last 60 month each with a minimum commission value of 350,000 EUR

Weighted Criteria (only for procedures with pre-qualification and to limit the number of applicants) are used to rate all participants that passed the first part of the eligibility assessment.

Technical experience

  • Demonstrated experience with five interior construction projects including fit-out work of office spaces in high-rise buildings of approx. 1000 m2 size. 2 points per project (5 or more projects 10 points)
  • Evidence of capability to ensure quality, environmental and social safeguards and occupational health and safety and adhering to national and international standards, to be demonstrated by submitting certificates of ISO 9001, ISO 14001, ISO 45001, certificate of enlistment from Rajdhani Unnayan Kartripakkha (RAJUK), and contractor license from LGED or PWD. 2 points per licence (5 licences submitted = 10 points)
  • Engineering team including one Project Manager, one Site Engineer, one Foreman, one Health & Safety Engineer and one Electrical Engineer to be documented via CVs of key staff proposed for the execution, supervision and completion of the works. The 10 points in total will be allocated across the key personnel based on their submitted CVs as follows: Project Manager (1 point for 8+ years experience, 1 point for C2 English; max 2 points), Site Engineer (2 points for 5+ years experience), Foreman (2 points for 5+ years experience), Health & Safety Engineer (2 points for 5+ years experience), and Electrical Engineer (2 points for 5+ years experience).
  • Evidence of ownership (or evidence of contractual agreements to hire the same) of equipment and machinery such as 1) mobile aluminum scaffoldings, 2) rotary hammer drills, 3) demolition breakers, 4) laser level and 5) lifting equipment to execute the work. 2 points per item (max 10) will be awarded upon proof of ownership or rental agreement for items 1 to 5.

Experience with development projects

  • Experience of development projects, to be documented via 2 projects that are funded by an international donor (ODA). 5 points per project (max 10) will be awarded upon proof of experience with internationally funded (ODA) development projects.

Please note following the evaluation process, only a maximum of 10 highest-ranking companies will be short-listed and invited to participate in the subsequent tender phase.
