The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. We support the German Government in the field of international cooperation for sustainable development. We are also engaged in international education activities around the globe. Through our work we assist people and societies in shaping their own future and improving living condition.
GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration.
GIZ is inviting Expressions of Interest (EoI) from qualified consulting firms to support the project “Skills Development for Sustainable Energy Solutions (Skills4SE)”.
The Skills4SE project aims to improve the quality, relevance, and demand for competency-based training programmes in Energy Efficiency (EE) and Grid-Connected Renewable Energy (RE) aligned with national skills frameworks and labour market needs.
The National Skills Development Authority (NSDA) has approved six Competency Standards:
- Boiler Operation and Maintenance (Levels 2–4)
- Solar Electrical System Installation and Maintenance (Levels 1–3)
Following the development and validation of these standards and learning materials, GIZ plans to proceed with an open bidding process for the contract focused on the implementation, piloting, and institutionalisation of these modules.
The selected consulting firm will support GIZ in the following areas:
- Implementation of Training of Trainers (ToT) programmes
- Conducting pilot trainings in five partner training institutions
- Facilitating labour market linkage and employer engagement activities
- Monitoring boiler equipment installation, testing, and commissioning
- Ensuring gender-responsive and inclusive training delivery
- Supporting quality assurance and reporting of training implementation
Interested firms must meet the minimum qualification requirements outlined below to participate in the bidding process:
- Legal documents required for business operation in Bangladesh, including valid Trade License, TIN Certificate, BIN/VAT Registration Certificate, and other applicable regulatory documents.
- An average of at least ten (10) employees over the past three calendar years.
- Average annual turnover of at least EUR 150,000 over the last three financial years.
- At least three (3) reference projects in Renewable Energy, Energy Efficiency, CBT&A skills training implementation, Training of Trainers (ToT), or skills development projects, with a minimum commission value of EUR 50,000 per reference project.
- At least one reference project implemented in Bangladesh within the last three (3) years.
Companies meeting the above requirements are requested to submit the required documents for pre-qualification by May 19, 2026.
