The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shape a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing technical cooperation projects in the areas of energy, climate change, textile, and human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
This assignment is part of the project “Skills for Self-Monitoring and Compliance with Clean and Fair Production in the Textile Industry (SCAIP)”, commissioned by BMZ and implemented by GIZ. To generate reliable baseline and endline data on selected Key Performance Indicators (KPI) for RMG Sustainability Council (RSC) supported textile and garment factories where data are currently unavailable, to assess progress and impact of RSC interventions. Key elements include amongst others:
- To establish a baseline for unavailable KPI dimensions across the selected factories.
- To assess changes over time between baseline and endline surveys.
- To triangulate survey findings with existing RSC data sources where feasible.
- To provide actionable insights to RSC and factories for programmatic improvement.
- To support RSC’s results reporting to development partners.
In this context, GIZ invites proposals (technical and financial) from qualified reputable Bangladeshi firms to provide technical consultancy services for “Survey to measure KPIs for RSC supported textile & garment factories”. Interested firms should demonstrate the following experience and competencies:
- Proven experience in large-scale quantitative and qualitative survey design and implementation, including baseline and endline studies.
- Expertise in data collection, impact evaluation, and KPI-based performance measurement systems.
- Experience in developing and applying structured survey instruments (including worker perception surveys) in industrial or manufacturing sectors, preferably in the RMG/textile industry.
- Demonstrated capacity in data analysis, statistical evaluation, and preparation of analytical and comparative reports.
- Experience in working with multi-stakeholder environments, including international development organizations, industry associations, and factory-level stakeholders.
- Strong methodological, analytical, and reporting skills, with professional working proficiency in English and Bangla.

- Technical and methodological concept.
- Detailed CVs of the proposed experts.
- Valid business license and proof of registration as an Information and Communication Technology (ICT) company/entity in Bangladesh, along with TIN certificate, tax payment certificate, VAT certificate, and valid membership documents of BASIS/BACCO.
