Independent Consultant / Consulting Firm Organization: Assignment Type: About Friendship Friendship is an international social purpose organization working to strengthen resilience, improve access to essential services, and empower marginalized communities living in some of the most remote and climate-vulnerable areas of Bangladesh. Through an integrated development approach spanning health, education, climate action, sustainable livelihoods, inclusive citizenship, and knowledge sharing, Friendship reaches millions of people annually. Friendship Luxembourg (FLux) is implementing a five-year Framework Agreement (2024-2028) supported by the Luxembourg Ministry of Foreign and European Affairs. As part of its commitment to accountability, learning, and continuous improvement, FLux seeks to engage an experienced consultant or consulting firm to conduct an independent Mid-Term Evaluation (MTE) of the Framework Agreement. Assignment Overview The evaluation will assess the implementation progress, management effectiveness, monitoring systems, and results achieved under the Framework Agreement. The assignment will apply OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, impact, and sustainability, while examining cross-cutting themes such as gender equality, human rights, inclusion, safeguarding, and environmental sustainability.
