Friendship Luxembourg (FLux) is implementing a five-year Framework Agreement (2024-2028) supported by the Luxembourg Ministry of Foreign and European Affairs. As part of its commitment to accountability, learning, and continuous improvement, FLux seeks to engage an experienced consultant or consulting firm to conduct an independent Mid-Term Evaluation (MTE) of the Framework Agreement.

Assignment Overview

The evaluation will assess the implementation progress, management effectiveness, monitoring systems, and results achieved under the Framework Agreement. The assignment will apply OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, impact, and sustainability, while examining cross-cutting themes such as gender equality, human rights, inclusion, safeguarding, and environmental sustainability.

The consultant will undertake:

  • Comprehensive desk review of program and organizational documents
  • Assessment of selected program components and results
  • Field-based evaluation in northern and southern Bangladesh
  • Stakeholder consultations, interviews, FGDs, and key informant interviews
  • Identification of lessons learned, good practices, and actionable recommendations
