Consultant: MIS Emergency Data Management and Quality Assurance Support
Location: Dhaka, Bangladesh

As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services. STRIDES aims to increase a country’s Joint External Evaluation (JEE) scores by supporting national governments to strengthen core capacities — including laboratory and surveillance systems strengthening and emergency response operations — thereby improving compliance with International Health Regulations (IHR) and overall global health security.

2. Background and Purpose of the Consultancy
The Management Information System (MIS) unit of the Directorate General of Health Services (DGHS), Bangladesh, plays a critical role in disease surveillance, reporting, and decision‑making. During the ongoing measles outbreak response, challenges have been identified related to timely data entry, data accuracy, and quality assurance, particularly for emergency surveillance and laboratory‑related data.

Given the urgency of the measles response and the need for reliable, real‑time data to inform coordination and decision‑making, there is an immediate requirement for short‑term technical assistance to strengthen MIS capacity in emergency data management, validation, and standard operating procedures, while ensuring alignment with existing DGHS systems.

The purpose of this consultancy is to strengthen the capacity of the MIS unit, DGHS in emergency data entry, management, and quality assurance, with a specific focus on improving the accuracy, completeness, and timeliness of measles surveillance and laboratory data during public health emergencies.

3. Scope of Work
The consultant will work closely with STRIDES and DGHS MIS leadership to:

  1. Strengthen emergency data entry protocols and standards for surveillance and laboratory‑related reporting.
  2. Improve data quality assurance mechanisms, including validation, verification, and error‑correction processes.
  3. Support the development and/or refinement of SOPs for data management during public health emergencies, aligned with existing DGHS workflows.
  4. Deliver hands‑on training and mentoring to MIS staff to ensure practical application and sustained improvement.
  5. Provide targeted, on‑the‑job support during the consultancy period to improve measles‑related data reporting performance.

4. Period of Performance
The tentative period of performance will be from 27 April 2026 – 30 June 2026

5. Deliverables/Milestones
All deliverables must be completed within a maximum period of two (2) months from contract start date.

Description
Deliverable 1: Rapid Assessment Note
Brief assessment of current MIS emergency data entry, reporting workflows, and data quality gaps related to measles and laboratory data.
Deliverable 2: Emergency Data Management SOP(s)
Drafted and finalized SOP(s) for emergency data entry, validation, verification, and reporting during outbreaks, aligned with DGHS systems.
Deliverable 3: Training & Mentoring Sessions
Delivery of hands‑on training and mentoring sessions for MIS staff, including practical exercises on data entry and quality checks.
Deliverable 4: Data Quality Tools
Simple tools/checklists for routine data validation, verification, and monitoring during emergency response.
Deliverable 5: Completion Report
Short final report summarizing activities conducted, key improvements achieved, challenges, and recommendations for sustainability.
Working Days: 40
Estimated level of effort (LOE): 320 hours

6. Payment Terms

  • Payments will be made based on satisfactory completion and acceptance of agreed deliverables.
  • A detailed payment schedule will be finalized during contracting, linked to delivery of the above outputs.

7. Required Qualifications

  • Advanced degree in related field.
  • Demonstrated experience supporting health information systems, surveillance data, or MIS functions.
  • Proven expertise in data quality assurance, emergency data management, and SOP development.
  • Familiarity with DGHS systems (e.g., DHIS2, surveillance reporting) strongly preferred.
  • Strong facilitation, mentoring, and documentation skills.

8. Coordination and Supervision
The consultant will coordinate closely with:

  • MIS Unit, DGHS
  • STRIDES technical team
  • Relevant surveillance and laboratory stakeholders, as required
