Consultancy Services for Architectural and Engineering Design, Detailed Cost Estimation, and Tender Documentation for the Construction of a 250-Bed General Hospital

Dushtha Shasthya Kendra (DSK) is implementing a hospital development project at Birulia, Savar. In this regard, DSK invites Technical and Financial Proposals from qualified, experienced, and reputable consulting firms to provide architectural and engineering consultancy services for the design, detailed cost estimation, and preparation of tender documentation for the construction of a 250-bed general hospital facility.

Scope of Services
The selected consulting firm will provide comprehensive multidisciplinary consultancy services, including but not limited to the following:

• Hospital master planning and functional planning
  
• Architectural design
  
• Structural engineering design
  
• Mechanical, Electrical, and Plumbing (MEP) design
  
• HVAC system design, including infection control ventilation
  
• edical gas system design
  
• Fire safety and fire protection system design
  
• Biomedical equipment planning and integration
  
• Preparation of Detailed Bill of Quantities (BOQ)
  
• Preparation of the Engineer’s Cost Estimate
  
• Preparation of Construction Tender Documentation

Detailed responsibilities and deliverables are outlined in the Terms of Reference (ToR) included in the RFP document.

Eligibility Criteria
Interested consulting firms must meet the following minimum requirements:

• Minimum 10 years of professional experience in architectural and engineering consultancy services
  
• Demonstrated experience in the design of hospitals or healthcare facilities
  
• Successful completion of at least two hospital projects with a capacity of 200 beds or more
  
• Availability of qualified multidisciplinary experts, including hospital planners, architects, engineers, and cost estimators

Joint ventures between consulting firms are permitted.

Submission of Proposals
Interested firms are required to submit their proposals in two separate sealed envelopes, clearly marked as:

1. Technical Proposal
   
2. Financial Proposal

Both envelopes must be submitted to the following address:

Deadline for Submission
The deadline for submission of proposals is:
10th May 2026 at 2:00 PM (BST)
Proposals received after the specified deadline will not be considered.

General Conditions

• Proposals must be prepared and submitted in accordance with the instructions provided in the RFP document.
  
• Incomplete, conditional, or late submissions may be rejected.
  
• DSK reserves the right to accept or reject any or all proposals, in whole or in part, without assigning any reason.
