Terms of Reference for Conducting Mid-Term Evaluation
Project: Improve access to inclusive and comprehensive eye health services in Bangladesh

Location: Barishal District
(Bakerganj, Banaripara and Barishal Sadar Upazilas)

Project Duration: October 1, 2024 – September 30, 2027

Background of the Project: The project “Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh” aims to strengthen inclusive eye care services in Barishal District by linking Shere Bangla Medical College Hospital, community clinics, and vision centres to create an accessible referral system for underserved populations. Building on CBM Global’s commitment to inclusive eye health, the project addresses barriers faced by persons with disabilities, women, children, senior citizens, and low-income families in accessing quality eye care. Key interventions include community awareness, eye screening camps, school-based vision screening, capacity building of teachers and health service providers, and strengthening disability-inclusive service delivery. The project also promotes advocacy through Organizations of Persons with Disabilities (OPDs) and collaboration with the National Eye Care (NEC) Programme to improve accessibility and sustainability of eye health services. By addressing preventable blindness, improving referral pathways, and fostering community engagement, the project seeks to establish a replicable model for inclusive eye health services in Bangladesh.

Mid Term Evaluation: CODEC, in partnership with CBM Global, invites qualified individual consultants or consulting firms to submit proposals for conducting the Mid-Term Evaluation of the project “Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh.”

The evaluation will assess project progress, effectiveness, disability and gender inclusion, sustainability measures, lessons learned, and recommendations for the remaining implementation period.
