| Overall purpose |
The endline study will assess the extent to which the project has achieved its intended outcomes in strengthening livelihoods, climate resilience and environmental rehabilitation among host and refugee communities in Cox’s Bazar. In addition to baseline comparison, it will evaluate the effectiveness of bamboo-based Nature-based Solutions (NbS) in enhancing carbon sequestration potential, DRR/CCA capacities, and plantation sustainability, alongside improvements in skills, market linkage, and diversified livelihoods.
The study will also consider inclusiveness and supply chain dynamics of bamboo for settlement needs. It will identify gaps, sustainability prospects, and scalability potential including carbon trading potential at different stage of growth, providing actionable recommendations and strategic directions for way forward, including strengthening market linkages, community governance, and climate-resilient livelihood expansion. |

1. Climate-Resilient Bamboo Ecosystems and Environmental Rehabilitation
Focuses on climate-smart nurseries, producing high quality saplings, bamboo afforestation, and plantation management to support bamboo-based livelihoods, rehabilitate environment through integrating climate change adaptation (CCA) and disaster risk reduction (DRR) for a healthier ecosystem. 2. Livelihood Development and Market Linkages
Focuses on promoting diversified and sustainable income opportunities through bamboo-based enterprises, strengthening market systems, improving access to quality inputs and services, and fostering linkages between producers, buyers, and public/private actors. 3. Capacity Development and Community Resilience
Strengthens the technical, business, and adaptive capacities of association including contract farmers, core growers to improve bamboo production, processing, institutional capacity and host/refugee communities to improve resilience to climate and disaster risks through awareness campaign, day celebration. |

Background
Center for Natural Resource Studies (CNRS) stands as one of the foremost pro-environmental national non-governmental organizations in Bangladesh. Since its inception in 1994, CNRS has been dedicated to advancing environmentally sustainable and socially inclusive development approaches. Through innovative and adaptive programming and evidence-based learning with changing times, CNRS has garnered recognition from local, national, and international stakeholders, including governmental institutions, development partners and academicians. CNRS envisions a society in which individuals and nature coexist harmoniously, devoid of exploitation and exclusion, and strives to empower marginalized communities to attain pro-poor, inclusive, and sustainable development while ensuring the protection of natural resources.
With the support of the Swiss Agency for Development and Cooperation (SDC), CNRS, in partnership with iDE Bangladesh, has been implementing the Bamboo for Climate Action (B4CA) project titled “Climate Action through Bamboo Afforestation in Restoring Degraded Landscapes of Cox’s Bazar.” The project aims to enhance climate change resilience for refugees and host communities by promoting bamboo as an effective nature-based solution that delivers environmental restoration, disaster risk reduction, and livelihood diversification benefits.
As the current phase nears completion, CNRS plans to conduct an endline study to assess the extent to which the project has achieved its intended outcomes in strengthening livelihoods, climate resilience, and environmental rehabilitation among host and refugee communities in Cox’s Bazar. Beyond baseline comparison, the study will evaluate progress against the Logical Framework, examining the effectiveness of bamboo-based NbS in enhancing carbon sequestration potential, DRR/CCA capacities, plantation sustainability, skills development, market linkages, and diversified livelihoods. It will also assess inclusiveness and bamboo supply chain dynamics for settlement needs, while identifying gaps, sustainability, and scalability including carbon trading potential across growth stages. Findings will generate actionable recommendations for future programming, market strengthening, and community governance.
To undertake this assignment, CNRS seeks to engage a qualified firm or individual consultant with strong expertise in mixed-method research, impact evaluation, and data analysis. This Terms of Reference (ToR) outlines the scope, objectives, methodology, and requirements for conducting the endline study of the B4CA project. Demonstrated experience in assessing and quantifying carbon sequestration from plantations will be an added advantage.
