Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet. CB is implementing 86 projects covering 206 upazilas focusing on eight goals i.e. i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.

Required Educational Qualification:
Master’s degree in Social/Environmental Science, Development Studies, Public Health, Disaster Management or in relevant disciplines from a well-recognized university preferable Engineering knowledge on Civil works, Water Supply and Sanitation, Environmental Science, Public Health, Water Resources Management etc.
Required Work Experience:
Minimum 4–6 years of professional experience in WASH programming within the NGO sector, including at least 3–5 years of experience in managing humanitarian and emergency WASH projects. Candidates working experience with UN agencies, INGOs/NGOs, Refugee or Emergency Response Programmes and familiarity with Sphere Standards, WASH Cluster guidelines and Humanitarian Principles will be considered a strong advantage.
Required Knowledge, Skills, and other Abilities:
- Demonstrated technical knowledge and sectoral experience in WASH programming, including water supply, sanitation, and hygiene promotion in humanitarian or development contexts.
- Demonstrated experience in project planning, implementation, monitoring, reporting, and budget management.
- Strong understanding and experience of humanitarian coordination systems including government departments, UN agencies, NGOs/INGOs, and sector coordination forums.
- Strong leadership and team management experience and lead and supervise WASH Engineers, Officers, Hygiene Promoters, and Field Supervisors.
- Ability to analyze data, prepare quality reports, and ensure compliance with donor and organizational requirements.
- Excellent communication, facilitation, and presentation skills in both Bangla and English.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and digital data collection tools.
- Ability to work under pressure, manage multiple priorities, and respond effectively during emergencies.
- Knowledge of local languages and the Rohingya context will be considered an added advantage.

Job Responsibilities:
- Oversee the implementation of WASH activities in line with project plans and sector guidelines.
- Maintain and ensure compliance with Sphere Standards, Core Humanitarian Standard (CHS), National WASH guidelines, Environmental safeguards, Gender, Protection, and Inclusion standards, Accountability to Affected Populations (AAP) and quality-of-service delivery across all field activities.
- Lead and oversee community engagement strategies to promote safe hygiene practices and prevent disease transmission, ensuring field teams implement evidence-based and context-appropriate approaches.
- Oversee the establishment and strengthening of WASH Committees and User Groups, ensuring systematic capacity building for community-led hygiene promotion in line with programme objectives.
- Design and oversee behaviour change communication (BCC) strategies, guiding field teams in the planning and delivery of hygiene campaigns, community meetings, and interactive engagement sessions.
- Ensure the quality, inclusiveness, and consistency of hygiene education programmes targeting women, children, and other vulnerable groups, providing technical oversight and guidance to field staff on content and delivery.
- Manage hygiene field teams, including supervisory staff, CHPs, and community hygiene promoters, ensuring clear performance standards, regular coaching, and professional development opportunities.
- Coordinate the distribution of hygiene kits/NFIs through GDT, including preparation of muster rolls, SWRs and PDM.
- Ensure accurate and timely reporting of distributions and share relevant data with the MEAL team.
- Support hygiene-related assessments and ensure accurate data collection using Kobo or similar tools.
- Develop and apply hygiene activity monitoring tools and track progress against agreed targets.
- Collect, analyze and report hygiene data and contribute to internal and donor reporting requirements.
- Participate in JART assessments and follow up on action points to ensure effective implementation.
- Plan and coordinate community hygiene campaigns and the observance of global hygiene events, ensuring strategic alignment with programme objectives and effective implementation by field teams.
- Liaise with SMSD, government authorities and partners to ensure effective coordination and collaboration.
- Attend WASH coordination meetings and represent the hygiene promotion component effectively.
- Monitor and analyze waste collection data, calculate per-household waste generation and recommend corrective actions.
- Lead hygiene responses during AWD outbreaks and coordinate water container cleaning interventions.
- Perform other duties as assigned to support overall WASH and community engagement objectives.
- Assist the Coordinator/Manager in planning, scheduling and implementing project activities
