Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet. CB is implementing 86 projects covering 206 upazilas focusing on eight goals i.e. i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.

Caritas Bangladesh (CB) is looking for qualified professional (woman) for an immediate appointment for the post of Specialist, Safe Motherhood Program of CMLRP II project under Caritas Central Office.

Details of Position:

Position : Specialist, Safe Motherhood Program (CMLRP II)

Reporting to : Senior Manager (DIP)
Salary : Tk. 80,000/- (Consolidated) per month.
Bonus : As per organizational policy
Job Nature : Contractual/ Temporary
Job Duration :
Initially one (1) year having possibility of extension subject to job performance and project duration.

Required Educational Qualification:

  • MPH (Master of Public Health) on relevant subject from any recognized university.

Required Experience:

  • At least 5 years of relevant experience in program monitoring in the NGO sector.

Required Competencies:

  • Strong interpersonal, networking, analytical, and interpretation skills.
  • Demonstrated ability to work and coordinate effectively with a wide range of stakeholders.
  • Excellent presentation and facilitation skills, with the capacity to provide clear program information and analysis aligned with organizational priorities.

Other Requirements:

  • High proficiency in Microsoft Excel, Word, and PowerPoint, with strong written communication skills in both English and Bangla.
  • Self-motivated, positive, and able to work effectively both independently and as part of a team.
  • Demonstrates a strong “can-do” attitude with the ability to manage multiple tasks and priorities efficiently.

Nature and objectives of the Job:

The nature of this role is defined by its urgency and its systemic focus. It is not merely about individual patient care but about fixing the systems that prevent women from accessing that care:

  • The Specialist acts as a bridge between frontline midwives, government health departments, and international NGOs.
  • The work is split between long-term preventative care (nutrition, prenatal checks) and "Three Delays" mitigation (delay in seeking care, delay in reaching care, and delay in receiving care).
  • The role relies heavily on Maternal Death Surveillance and Response (MDSR) to turn every maternal death into a lesson for systemic change.
  • Educate families on "Danger Signs," birth preparedness, and complication readiness plans (such as identifying transport and blood donors in advance).
  • Ensure effective planning, implementation, monitoring, evaluation, accountability, and learning (MEAL) of safe motherhood program activities in line with organizational and donor requirements.

Role of Responsibilities:

  • Implement safe motherhood related activities of CMLRP II project in line with the approved project plan and report regularly to the Sr. Manager, DIP and National Office.
  • Developing protocols for managing life-threatening complications such as hemorrhage, sepsis, and eclampsia.
  • Training midwives, nurses, and community health workers in "Active Management of the Third Stage of Labor" (AMTSL) and newborn resuscitation.
  • Establishing comprehensive care schedules that include nutrition, screening for high-risk pregnancies, and mental health support.
  • Prepare and submit monthly activity plans, annual operational plans, and progress reports to Sr. Manager–DIP.
  • Designing efficient transport and communication systems to move women from rural or primary care centers to tertiary hospitals during emergencies.
  • Working with government bodies to ensure reproductive health rights are protected and that maternal healthcare remains affordable or free.
  • Supervise, monitor, and provide technical guidance to safe motherhood program activities at field level through regular visits.
  • Creating campaigns to educate families on "danger signs" in pregnancy and the importance of skilled birth attendance versus unsupervised home births.
  • Addressing social determinants like early marriage, female literacy, and nutrition that impact maternal outcomes.
  • Monitoring key metrics such as the Maternal Mortality Ratio (MMR), the percentage of institutional deliveries, and contraceptive prevalence rates and consolidated project reports (monthly, six-monthly, and annual), including budgets.
  • Develop TORs and coordinate baseline, mid-term, end-line surveys, studies, and research activities.
  • Participating in or overseeing studies on local maternal health trends, such as the impact of climate change on displaced pregnant women or the efficacy of new postnatal interventions.
  • Ensure effective communication and coordination among field offices, regional offices, and the National Office.
  • Represent Caritas Bangladesh in relevant public and private forums, clusters, and coordination platforms as required.
  • Uphold Caritas Bangladesh’s Child Protection, Safeguarding, asset stewardship, teamwork, and professional conduct standards; responsibilities may evolve based on organizational needs.
  • Prepare and implement monthly, quarterly, six-monthly, and annual plans and donor reports.
  • Develop learning and training materials for project staff and program participants.
  • Conduct budget analysis and respond to donor feedback and clarifications.
  • Organize and facilitate trainings, workshops, seminars, and surveys (baseline, mid-term, end-line) in coordination with the Sr. Manager, DIP.

Required Languages: Strong written and oral command in English/Bangla is required.

Travel: This position is based in Dhaka with frequent travel throughout Bangladesh. Up to 30-40% travel to Region/field offices and field as per project requirement.
