Scope of Work:
CARE Bangladesh’s Humanitarian & Resilient Futures Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.

CARE Bangladesh led consortium is implementing the project titled ‘Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)’ in two Ecologically Critical Areas (ECA) – Sundarbans and Hakaluki Haor with the support from The UK Foreign, Commonwealth and Development Office (FCDO). The other consortium members are CNRS, CordAid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action.  It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO’s flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB’s policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK’s commitment to International Climate Finance (ICF).

Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO’s NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions.  It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor. To achieve FCDO’s NABAPALLAB goal, CARE and its partners   will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED),  Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.

The Private sector engagement and market system development specialist will lead strategic partnerships and market system interventions under the NABAPALLAB project to enhance livelihoods in the Sundarbans and Hakaluki Haor regions. The role focuses on upstream engagement with government, private sector actors, and financial institutions to drive systemic change, improve productivity, and increase income for vulnerable communities. The position will facilitate market linkages, reduce systemic bottlenecks, strengthen financial inclusion, and support multi-stakeholder coordination, while ensuring alignment with project goals, donor requirements, and sustainable development outcomes.

II. Responsibilities and Tasks:

Responsibility # 1: Upstream engagement and strategic partnerships

30%

  • Identify, engage, and establish strategic partnerships with government agencies, private sector actors, and relevant stakeholders across agriculture, poultry, livestock, fisheries, renewable energy, WASH, and disaster management sectors.
  • Lead the development, negotiation, and finalization of Joint Venture Agreements (JVA) and Framework Agreements to foster long-term collaboration.
  • Facilitate co-creation of inclusive business models that promote climate-resilient and market-driven livelihood solutions.
  • Strengthen coordination with line departments to ensure alignment with national policies and sectoral priorities.
  • Promote private sector investment in Ecologically Critical Areas (ECAs) to support sustainable livelihood opportunities.
  • Monitor partnership performance and ensure accountability, transparency, and mutual value creation.

 

Responsibility # 2: Market linkages and systemic bottleneck reduction

20%

  • Facilitate access to markets for producers and entrepreneurs by strengthening value chain linkages.
  • Identify systemic constraints within target market systems and design interventions to address them.
  • Support aggregation, quality assurance, and market-oriented production practices among beneficiaries.
  • Engage market actors (buyers, processors, service providers) to create inclusive and efficient market systems.
  • Promote digital and innovative market solutions to enhance efficiency and transparency.
  • Document and disseminate best practices and learning on market system development.

 

Responsibility # 3: Financial inclusion and institutional connectivity

20%

  • Establish and maintain strong partnerships with banks, MFIs, and mobile financial service providers.
  • Facilitate access to financial services including credit, savings, insurance, and digital payments for target communities.
  • Promote innovative financing models tailored to climate-vulnerable and underserved populations.
  • Support financial literacy and capacity building initiatives for beneficiaries and local entrepreneurs.
  • Advocate for inclusive financial products aligned with livelihood sectors and local contexts.
  • Monitor financial service uptake and impact on income and resilience.

 

Responsibility # 4: Multi-stakeholder coordination and networking

15%

  • Coordinate and organize national and sub-national level networking events, workshops, and learning sessions.
  • Facilitate dialogue and collaboration among government entities, private sector actors, financial institutions, and NGOs.
  • Represent the project in relevant forums, platforms, and policy discussions.
  • Strengthen knowledge exchange and partnership development across stakeholders.
  • Ensure effective documentation and reporting of networking events and outcomes.
  • Support advocacy initiatives to influence policies and practices in favor of inclusive market development.

 

Responsibility # 5: Project support, coordination, and reporting

15%

  • Provide technical support to project teams and partner NGOs in strengthening market system approaches.
  • Facilitate coordination among project components to ensure integrated implementation.
  • Support budget planning, realignment, and efficient utilization of resources in line with project priorities.
  • Contribute to donor reporting, including progress updates, case studies, and success stories.
  • Ensure compliance with organizational and donor requirements.
  • Assist in monitoring, evaluation, and learning (MEL) processes to track progress and inform adaptive management.

 

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

5%

V.          Qualification:
  • Master’s degree in Agricultural Economics, Business Administration, Development Studies, Economics, Environmental Science or a relevant field.
  • Minimum 5 years of professional experience in market systems development, private sector engagement, or value chain development.
  • Proven experience in partnership development with private sector, government, and financial institutions.
  • Experience working in climate-vulnerable or rural livelihood contexts (preferably coastal/haor areas).
  • Strong understanding of inclusive market systems approaches (e.g., MSD/M4P).
  • Experience in donor-funded projects and compliance requirements.
  • Good networking and liaison skills with counterparts and partners.
  • Experience in writing reports.
  • Good Computer skills in MS Office and friendly with communications channels and digital solutions.
  • Good oral and written English and Bangla skills, including report writing.
  • Good understanding of monitoring and evaluation.
  • Good understanding of gender in emergencies.

Compensation
