CARE Bangladesh is going to implement "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" project funded by DG ECHO, from April 2026 to March 2028, targets high‑risk regions across Bangladesh—specifically the northern flood‑prone districts of Gaibandha, Kurigram, Bogura, Sirajganj, Jamalpur, and Sherpur; the northeastern haor districts of Sunamganj and Sylhet; the coastal cyclone‑exposed belt of Bagerhat, Barguna, Bhola, Patuakhali, Pirojpur, Khulna, and Satkhira; and the *33 Rohingya camps in Cox’s Bazar. Led by CARE Bangladesh with ACF, ACTED, RIMES, and local partners ESDO, Uttaran, and NSS, the consortium project strengthens a nationwide multi‑hazard anticipatory action system by advancing impact‑based forecasting, improving early warning dissemination, and institutionalizing trigger‑based decision protocols. The project also enhances local planning, supports predictable financing through Disaster Management Funds, and builds community preparedness through training and simulations. By operationalizing the forecast–trigger–finance–action chain, the project seeks to reduce loss of life, protect livelihoods, and improve resilience among disaster‑prone populations across Bangladesh. This project highly needs a Consortium MEAL Manager for effective monitoring, documentation, learning and accountability.

The Technical Coordinator – Advocacy & Communication is a core role within the PROTISTHAA initiative, responsible for leading the joint advocacy, communication, visibility, and stakeholder‑engagement agenda across 15 disaster‑prone districts and 33 Rohingya camps. The position ensures that all participating entities communicate with a coherent and unified voice, drawing on shared evidence, harmonised messaging, and consistent branding.

S/he will actively engage with government ministries, technical agencies, sub‑national authorities, humanitarian coordination platforms, and media outlets to elevate anticipatory action and impact‑based forecasting at both national and local levels. The role requires the ability to translate complex technical information into accessible communication products for policymakers, practitioners, and communities.

The Technical Coordinator plays a key leadership role in ensuring that PROTISTHAA’s evidence, learning, and field insights contribute to the institutionalisation of Early Action Protocols, improvements in early‑warning dissemination, and strengthened multisector coordination within Bangladesh’s disaster‑management system.

This position will be based at the CARE Bangladesh Dhaka Office (CBDO) and is contingent upon final funding approval.   

II. Responsibilities and Tasks:  
Responsibility # 1: Advocacy & Policy Engagement

  1. Lead the design and delivery of the consortium’s joint advocacy agenda, ensuring unified positions across consortium members and implementing partners.
  2. Facilitate engagement with national bodies including MoDMR, DDM, NAWG, AATWG, AA Taskforce, CPP, BMD, FFWC, and other sectoral ministries.
  3. Strengthen government buy‑in for NEAP institutionalization, anticipatory financing windows, forecast-based SOPs, and coordinated multi-hazard early action.
  4. Produce and disseminate policy briefs, advocacy notes, talking points, and technical recommendations for high-level dialogues.
  5. Support partners in representing the consortium in national and regional workshops, Monsoon Forums, policy consultations, and emergency preparedness platforms.

Responsibility# 2: Communication, Visibility & Media Engagement

25%

  1. Lead the development of high quality communication content including human interest  stories, photo stories, newsletters, videos, social media content, success cases, and field documentation.
  2. Ensure DG ECHO visibility requirements are followed across all project materials, field locations, publications, and events.
  3. Manage relationships with journalists, national media networks, weather broadcasters, and communication platforms to amplify PROTISTHAA messaging and public awareness.
  4. Coordinate with consortium partners to harmonize language, branding, and messaging across agencies.
  5. Produce communication packages for seasonal alerts, impact scenarios, and community‑level messaging aligned with forecast-to-action guidance.

 

Responsibility # 3: Local-level Advocacy & Community-facing Communication

15%

  1. Support partners in district and upazila-level advocacy, ensuring local government engagement in anticipatory action, NEAP implementation, and early-warning dissemination.
  2. Coordinate production of localized content (Bangla, Rohingya language, pictorial content) for community outreach, drills, and preparedness activities.
  3. Empower implementing partners to engage Union Parishads, UzDMCs, DDMCs, and Shelter Management Committees using harmonized advocacy materials.
  4. Strengthen communication channels between consortium partners and local authorities for forecast-to-action messaging.

 

Responsibility # 4: Evidence Generation, Knowledge Management & Learning

15%

  1. Collaborate with the Consortium MEAL Manager to transform monitoring data, IBF lessons, and AA activations into communication and advocacy evidence.
  2. Produce consolidated learning digests, case studies, after-action review summaries, and documentation of innovation for national forums.
  3. Lead preparation of communication packages for donor reporting, consortium publications, and government-facing briefs.
  4. Maintain a central repository of consortium-wide communication and advocacy materials.

 

Responsibility # 5: Internal Coordination, Partner Support & Representation

10%

  1. Facilitate monthly consortium communication meetings and joint content planning.
  2. Provide technical capacity-building to consortium partners and its' field teams on storytelling, visibility compliance, and advocacy messaging.
  3. Represent the consortium at cluster meetings, government events, sector platforms, and media briefings.
  4. Work closely with the Consortium Coordinator to elevate cross-agency messaging and joint positioning.

V. Qualification and Experience:  
  • 5 years of experience in communication, advocacy, humanitarian or development programming.
  • Master’s degree in communications, Journalism, Development Studies, Public Policy, Disaster Management, or related field.
  • Prior involvement in Anticipatory Action, DRR, climate communication, or early-warning systems.
  • Experience working with disaster-prone communities or Rohingya response settings. Media relations and digital content development experience.
  • Experience working with multi-agency or consortium projects.
  • Demonstrated record of producing high-quality communication products and policy advocacy materials.
  • Experience engaging in national government, local authorities, and humanitarian coordination bodies.
  • Strong writing, editing, storytelling, and communication skills.
  • Ability to translate technical topics (IBF, early actions, AA) into accessible language.
  • Skills in photography, video documentation, or visual communication (preferred).
  • Understanding of donor visibility standards, especially EU-based donors.
  • Strong facilitation, negotiation, and stakeholder engagement abilities.

Compensation
