CARE Bangladesh is going to implement "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" project funded by DG ECHO, from April 2026 to March 2028, targets high‑risk regions across Bangladesh—specifically the northern flood‑prone districts of Gaibandha, Kurigram, Bogura, Sirajganj, Jamalpur, and Sherpur; the northeastern haor districts of Sunamganj and Sylhet; the coastal cyclone‑exposed belt of Bagerhat, Barguna, Bhola, Patuakhali, Pirojpur, Khulna, and Satkhira; and the *33 Rohingya camps in Cox’s Bazar. Led by CARE Bangladesh with ACF, ACTED, RIMES, and local partners ESDO, Uttaran, and NSS, the consortium project strengthens a nationwide multi‑hazard anticipatory action system by advancing impact‑based forecasting, improving early warning dissemination, and institutionalizing trigger‑based decision protocols. The project also enhances local planning, supports predictable financing through Disaster Management Funds, and builds community preparedness through training and simulations. By operationalizing the forecast–trigger–finance–action chain, the project seeks to reduce loss of life, protect livelihoods, and improve resilience among disaster‑prone populations across Bangladesh. This project highly needs a Consortium MEAL Manager for effective monitoring, documentation, learning and accountibility.

The Senior Officer – Administration and Logistics, based at the CARE Bangladesh Dhaka Office (CBDO), is responsible for ensuring smooth, timely and compliant operational support for the PROTISTHAA initiative. The role provides day‑to‑day coordination of administrative, procurement, transport and logistics functions to enable uninterrupted field implementation, multi‑hazard simulation activities, early warning dissemination support, and emergency readiness across project locations.

S/he will work closely with CARE’s internal departments, including Administration, Finance, HR, Procurement, IT, and Technical teams—and maintain strong operational coordination with the designated implementing partner to ensure alignment with CARE’s policies, contractual requirements, and national regulatory standards. The role is accountable for maintaining high‑quality logistical planning, adherence to administrative and financial procedures, and responsive support across multiple districts and emergency‑prone environments.

This position will be based at the CARE Bangladesh Dhaka Office (CBDO) and is contingent upon final funding approval.   

II. Responsibilities and Tasks:
Responsibility # 1: Finance, Budget Oversight & Partner Financial Coordination % of Time
  1. Assist in preparing and revising the PROTISHTHAA project budget and support budget breakdowns for CARE and implementing partner as needed.
  2. Monitor project expenditures, track burn rates, and flag variances to the Program Manager and Finance for corrective action.
  3. Ensure timely processing of project-related payments, including staff/vendor bills, travel reimbursements, procurement payments, and partner advances—maintaining accuracy, documentation, and compliance.
  4. Coordinate with CARE Finance to prepare and review monthly budget vs. actual (BVA) reports and ensure that CARE and implementing partner expenditures are accurately reflected.
  5. Support timely fund disbursement to implementing partner and follow up on their monthly expenditure reports, documentation, and settlement requirements.
  6. Liaise with Finance and Government Relations teams to support NGOAB financial processes, including timely submission of project budgets and reporting when required.
  7. Support timely preparation for project audits, including maintaining audit-ready documentation and responding to auditor queries.
  8. Ensure correct financial recording, file preservation, and financial documentation archiving for audit and donor compliance.
  9. Assist implementing partner to correctly follow CARE’s financial formats, cost coding, PAR charging, compliance standards, and finance documentation requirements.

Responsibility# 2: Logistics Management & Field Operations Support

20%

  1. Provide complete logistics support to CARE and ESDO field teams for training, workshops, simulations, NEAP rollouts, community events, and coordination meetings.
  2. Coordinate with CARE’s Transport Service Department (TSD) for vehicle scheduling, field visit planning, emergency missions, and equipment transport.
  3. Maintain logistics trackers for vehicles, movement plans, delivery logs, stock positions, and consumables.
  4. Manage safe storage, dispatch, and documentation of project materials, visibility assets, IT devices, training supplies, and emergency stocks.
  5. Support procurement and movement of multi-hazard preparedness items, communication materials, and simulation resources to project sites.

 

Responsibility # 3: Administrative Coordination with CARE & implementing partner

20%

  1. Serve as the primary administrative liaison between CARE Bangladesh and implementing partner to resolve operational challenges and synchronize field-level support.
  2. Organize logistics for meetings, workshops, training, consultations, government events, and donor visits (venue, participant management, materials, refreshments).
  3. Coordinate with CARE HR/Admin/IT teams to support onboarding, field movement, equipment issuance, and administrative needs of CARE and implementing partner staff.
  4. Maintain proper administrative documentation—memos, letters, travel requests, leave documentation, visitor logs, vehicle requests, and vendor correspondence.

 

Responsibility # 4: Procurement & Asset/Inventory Management

15%

  1. Support procurement needs of CARE and implementing partner by preparing PRs, collecting quotations, performing market surveys, and ensuring procurement packages follow CARE standards.
  2. Maintain updated asset registers, stock ledgers, tagging records, and distribution logs for all PROTISHTHAA-supported items.
  3. Coordinate with ESDO to ensure proper handling, use, and documentation of materials issued for field activities.
  4. Assist in periodic inventory audits and ensure all items meet CARE and donor accountability requirements.

 

Responsibility # 5: Emergency Preparedness & Crisis Logistics Support

10%

  1. Support emergency logistics during pre-impact anticipatory action and Crisis Modifier activations, ensuring rapid procurement and dispatch of emergency supplies.
  2. Assist implementing partner to maintain emergency readiness supplies, vendor lists, transport options, and essential documentation for rapid action.
  3. Coordinate with CARE Emergency Team during floods, cyclones, fire incidents, or rapid-onset hazards to support all admin/logistics requirements.

V. Qualification and Experience:  
  • Master’s or Bachelor’s degree in Business Administration, Supply Chain, Accounting/Finance, Management, or related field.
  • Good financial and administrative skills, ability to work in a team, participatory planning, good interpersonal skill, organizing and problem solving ability, proactive,  Computer software skill (MS-Word, Excel and Access).
  • Skill in People software program will be as an additional computer competency.
  • Minimum 4 years of experience in finance, administration, and logistics roles, preferably in NGO or consortium projects.
  • Experience providing operational support to local partners is highly desirable.
  • Familiarity with procurement, budgeting, expenditure tracking, and admin systems.

Compensation
