REQUEST FOR PROPOSAL (RFP)

Hiring a Consultant/Firm for End Line Evaluation of the Integrated Flood Resilience Programme (IFRP): Phase 3

Bangladesh Red Crescent Society (BDRCS) is implementing the Integrated Flood Resilience Programme (IFRP): Phase 3 in four communities of Tangail district. The programme is funded by the Ministry of Foreign Affairs, Republic of Korea (MoFA-RoK), with technical support from IFRC and monitored by KOICA. BDRCS invites sealed proposals from qualified consultants/firms for the end line evaluation of the programme.

BRIEF SCOPE OF ASSIGNMENT

  • Assess the programme’s relevance, efficiency, effectiveness, timeliness, coverage, impact, coherence, sustainability/connectedness, equity, protection and safety, and adherence to RCRC principles; identify key lessons, best practices and recommendations.
  • Conduct desk review and field-based quantitative and qualitative data collection in the four target communities of Tangail, including household survey, KIIs, FGDs, stakeholder consultations, baseline/end-line comparison, data analysis and triangulation.
  • Deliver an inception report and data-collection tools, debriefing/feedback, draft report and final evaluation report. Expected assignment period: 01 October to 30 November 2026.


MINIMUM EXPERIENCE / CAPABILITY

  • Post-graduate degree in Social Sciences, Disaster Management, Anthropology, Development Studies or a related field, with demonstrated experience in Mid-Term Reviews, Results Based Evaluations and End Line Evaluations.
  • Proven experience in community resilience, DRR/climate change, fieldwork and M&E; strong quantitative/statistical and qualitative research skills, including use of KoBo Toolbox and relevant analysis software.
  • Strong English communication and report-writing skills and capacity to manage the data-collection team; working experience with the Red Cross and Red Crescent Movement may receive priority.

Technical Proposal
Technical offer demonstrating understanding of the assignment, proposed methodology/work plan, qualifications and relevant experience, together with two (2) samples of previous assessment/evaluation reports or published articles most similar to this assignment.
Financial Proposal
Financial offer, submitted separately in a sealed envelope.

Technical and Financial offers in two separate sealed envelopes marked “Technical” and “Financial”, placed together in one outer sealed envelope marked: “End Line Evaluation of the Integrated Flood Resilience Programme: Phase 3.”

Proposal Opening
03:15 PM, 23 September 2026, BDRCS Logistics Meeting Conference Room, NHQ, Dhaka, in the presence of one representative of each bidder, if any. Financial proposals will be opened only for technically qualified bidders.
Selection Basis
Technical Proposal Quality – 40%; Qualifications and Experience – 40%; Financial Proposal – 20%.
Performance Security
3% of Contract Price, to be submitted by the successful consultant/firm within seven (07) calendar days of issuance of NOA.
