Vacancy: Monitoring Expert (Consultant)

Job Context:
The Monitoring Expert will support organizational capacity building by reviewing and revising the existing MEAL (Monitoring, Evaluation, Accountability, and Learning) Policy/Plan, updating monitoring formats, and developing necessary guidelines in both English and Bangla to ensure alignment with current standards and best practices.

Job Responsibilities:
The consultant will be required to carry out, at a minimum, the following activities:

  • Conduct an inception/concept-sharing meeting at Aparajeyo-Bangladesh.
  • Develop a detailed technical proposal outlining:
    1. Understanding of the assignment
    2. Methodology / approach
    3. Work plan and timeline
    4. Relevant expertise and work experience
    5. Previous sample work and client portfolio
  • The technical proposal/report will clarify the ToR and establish a common understanding between the consultant and Aparajeyo-Bangladesh. It will serve as the operational document for delivering consultancy outputs.
  • Conduct a desk review of the existing MEAL system.
  • Prepare a comprehensive Gap Analysis Report.
  • Facilitate an internal validation workshop.
  • Conduct stakeholder consultations.
  • Provide staff orientation on updated MEAL tools and systems.
  • Prepare and submit a final draft for piloting, incorporating feedback promptly.
  • Develop digitized MEAL tools and formats.
  • Review the draft MEAL Guideline document and reports prepared by Aparajeyo-Bangladesh, and incorporate feedback to finalize the deliverables.

Employment Status:

  • Contract-based (60 days from the date of signing the agreement)

Additional Requirements:
The consultant should meet the following criteria:

  • Proven experience in MEAL systems and frameworks
  • Experience working with international organizations, donors, and development organizations/NGOs
  • Expertise in monitoring guideline and tool development
  • Experience with digital MEAL/data management systems
  • Strong understanding of SMART methodology
  • Commitment to comply with the Child Safeguarding Policy of Aparajeyo-Bangladesh
  • Must have valid TIN and VAT registration certificates
