In Bangladesh, Acted initiated its activities in 2018 to respond to the Rohingya Refugee Crisis in the following sectors: Site Management Support, NFI/LPG Distribution, Natural Resource Management, Information Management, Emergency Preparedness and Response, and Livelihood in the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities
DUTIES AND RESPONSIBILITIES
 
The Information Management Officerwill be responsible for the following tasks:

Information Management and Data Management

  • Develop, maintain, and manage information management systems, databases, reporting tools, data repositories, and information products
  • Collect, compile, validate, clean, analyze, and manage data received from sectors, working groups, humanitarian partners, and other stakeholders using standardized reporting templates
  • Ensure data quality through regular verification, consistency checks, quality assurance processes, metadata management, and documentation of data management procedures
  • Manage and maintain sector/inter-sector reporting systems, including 4W/5W reporting, ActivityInfo, and other information management platforms
  • Support data governance, interoperability, responsible data sharing, and implementation of humanitarian information management standards
  • Maintain partner databases, information repositories, datasets, and reporting systems while ensuring data confidentiality and security

Data Collection Systems and Information Management Tools

  • Design, develop, maintain, and update digital data collection tools using KoboToolbox, ActivityInfo, ODK, Field Map, or other appropriate platforms
  • Develop and maintain standardized reporting templates, indicators, databases, dashboards (Power BI, Excel), automated reporting workflows (R/ Python), and web-based information management systems
  • Support the integration of data collection platforms, databases, GIS systems, dashboards, and reporting tools to improve operational efficiency
  • Maintain documentation, metadata, version control, user guidance, and standard operating procedures (SOPs) for all information management systems and tools

Data Analysis, GIS and Information Products

  • Conduct quantitative, qualitative, statistical, and geospatial analyses to support evidence-based planning, operational decision-making, and humanitarian response
  • Produce high-quality maps, dashboards, camp profiles, infographics, analytical reports, presentations, visualization products, and other information products using ArcGIS, Power BI, Excel, and related software
  • Analyze operational trends, service gaps, population movements, duplication of services, priority intervention areas, and response coverage
  • Develop regular analytical products to support programme planning, monitoring, strategic advocacy, and humanitarian coordination

Assessments, Monitoring, Research and Reporting

  • Support the design, implementation, and management of assessments, surveys, monitoring activities, research initiatives, and humanitarian needs analysis
  • Develop digital survey tools, monitoring frameworks, indicators, and reporting systems
  • Analyze assessment findings and prepare technical reports, briefing notes, presentations, and analytical products
  • Contribute to Joint Response Plan (JRP), donor reporting, sector/inter-sector reporting, humanitarian response monitoring, and indicator tracking

Coordination and Information Sharing

  • Coordinate information management activities with UNHCR, IOM, RCP, Sector Coordinators, Working Groups (WGs), Cross-Cutting Themes (CCTs), humanitarian partners, government counterparts, and other stakeholders
  • Support partner reporting, data consolidation, validation, and dissemination of information products
  • Promote standardized reporting formats, interoperable information management systems, and effective information sharing across sectors and humanitarian partners
  • Participate in Information Management Working Groups, technical coordination forums, sector meetings, and other relevant coordination mechanisms

Capacity Building and Technical Support

  • Provide technical assistance, mentoring, and capacity building to staff and partners on information management systems, digital data collection tools, databases, GIS applications, dashboards, reporting platforms, and data quality standards
  • Develop user manuals, guidance notes, SOPs, and technical documentation for information management tools and systems
  • Promote best practices in information management, data visualization, responsible data management, information sharing, and humanitarian reporting

Quality Assurance, Data Protection and Compliance

  • Ensure all information management activities comply with Acted, UNHCR, IOM, RCP, donor, and humanitarian information management standards, policies, and procedures
  • Monitor data quality, reporting timeliness, indicator tracking, system performance, and implementation of data governance protocols
  • Maintain data confidentiality, secure data storage, responsible data sharing, and compliance with organizational data protection policies
  • Support continuous improvement, automation, integration, and quality enhancement of information management systems and workflows
  • Perform any other information management-related duties assigned by the Project Manager-IM

Key Performance Indicators (KPIs) 

  • Timely production of sector information products, maps, dashboards, and analytical reports  
  • Improved quality, completeness, and timeliness of partner reporting  
  • Effective implementation and maintenance of RCP information management systems  
  • Increased data accuracy, interoperability, and compliance with humanitarian IM standards  
  • Successful delivery of technical support and capacity building to sector partners  
  • Timely completion of assessments, data analyses, and reporting requirements

Required qualifications and technical expertise
The candidate must have the following educational degree                                                                   
  • Minimum bachelor’s degree in Data science, Geography, Environmental Science, Urban and Regional Planning, Geographic Information Systems, Computer Science or any related field.

Selection Criteria
  • Master's degree in a relevant field with a minimum of 2–3 years of relevant professional experience; or a bachelor’s degree in a relevant field with at least 4–5 years of relevant professional experience.
  • Strong understanding of humanitarian information management, monitoring frameworks, data collection, analysis, and reporting using both quantitative and qualitative methodologies.
  • Proven ability to provide technical support, build capacity, and deliver training to diverse stakeholders.
  • Excellent analytical, communication, presentation, and report-writing skills in both English and Bangla.
  • Strong interpersonal skills with the ability to work effectively in multidisciplinary and multicultural teams.
  • Knowledge of humanitarian coordination mechanisms and Cox’s Bazar Rohingya Response will be considered an advantage.
  • Willingness and ability to undertake extensive field visits.
  • Demonstrates a high level of honesty, integrity, and professionalism.
