| Key roles and responsibilities |
Administration, Legal Compliance & Liaison
Administrative Management
- Develop, implement, review, and continuously improve HR and administrative policies, procedures, SOPs, manuals, regulations, and organizational documents.
- Maintain and regularly update organizational charts, delegation of authority, internal regulations, staff directories, and administrative records.
- Ensure proper filing, confidentiality, and secure maintenance of all HR and administrative documentation in accordance with Acted policies and data protection requirements.
- Prepare and review administrative correspondence, official letters, internal memos, certificates, employment documents, and organizational communications.
- Ensure effective document management systems, both physical and electronic.
Legal Compliance
- Ensure organizational compliance with the Bangladesh Labour Act, Labour Rules, Income Tax regulations, NGO Affairs Bureau requirements, immigration regulations, and other applicable legislation.
- Coordinate legal matters with the Country Director, Liaison Manager and headquarters.
- Support investigations, legal correspondence, and employment-related litigation when required.
- Advise management on legal risks and compliance requirements affecting HR and administration.
- Support Liaison Manager with the activities of government authorities, NGO Affairs Bureau,Immigration Department, local administration, and relevant stakeholders.
- Coordinate preparation of official submissions, correspondence, permits, and approvals.
- Maintain positive working relationships with government institutions and external partners.
Office & Guesthouse Administration
- Oversee lease management for all ACTED offices, guesthouses, and warehouses, ensuring timely renewals and compliance with contractual obligations.
- Supervise guesthouse administration, occupancy planning, accommodation arrangements, and related financial coordination.
- Coordinate administrative support services including office maintenance, utilities, cleaning, security, and facility management.
- Ensure administrative assets and premises are properly maintained.
Human Resources Management
Workforce Planning & Recruitment
- Lead end-to-end recruitment and selection processes ensuring transparency, fairness, diversity, and compliance with ACTED recruitment procedures.
- Support workforce planning, staffing structures, and organizational development initiatives.
- Coordinate recruitment documentation, interview processes, reference checks, contract preparation, and onboarding.
- Ensure all employees receive comprehensive job descriptions, employment contracts, and orientation.
Employee Lifecycle Management
- Manage employee records throughout the employment cycle including appointments, probation, confirmation, transfers, promotions, contract amendments, and separations.
- Maintain complete personnel files and HRIS databases with accurate and up-to-date information.
- Ensure timely preparation of employment certificates, experience letters, and other HR documentation.
Compensation & Benefits
- Review and update national salary scales through regular market benchmarking.
- Coordinate monthly payroll preparation with Finance ensuring accuracy and compliance.
- Oversee statutory deductions including income tax, provident fund, gratuity, insurance, and other employee benefits.
- Ensure compliance with compensation policies and donor regulations.
Performance Management
- Coordinate annual performance management cycles including probation reviews, mid-year reviews, annual appraisals, and Performance Improvement Plans (PIPs).
- Monitor completion of Performance Appraisal Forms (PAFs) and provide guidance to managers.
- Support career development, succession planning, and talent management initiatives.
Employee Relations
- Promote positive employee relations and maintain a respectful workplace.
- Manage disciplinary procedures, grievance handling, investigations, and conflict resolution in accordance with ACTED policies and Bangladesh Labour Law.
- Coordinate employee recognition initiatives and staff engagement activities.
- Ensure fair implementation of disciplinary measures following approval by senior management.
Leave & Attendance Management
- Administer annual leave, sick leave, maternity leave, paternity leave, special leave, and other statutory leave entitlements.
- Monitor attendance records and ensure compliance with organizational policies.
- Maintain and communicate annual public holiday calendars.
Learning & Development
- Identify organizational learning needs and coordinate staff capacity-building initiatives.
- Organize induction programmes, mandatory trainings, refresher sessions, and professional development opportunities.
- Maintain training records and evaluate learning outcomes.
International Staff Administration
- Coordinate with Liaison for visa processing, work permits, immigration compliance, and renewals for international staff.
- Arrange airport transfers, accommodation, onboarding, and departure formalities.
- Coordinate guesthouse management and welfare support for international staff.
- Liaise with Logistics to ensure accommodation, transport, office facilities, and operational requirements are available.
- Maintain international staff attendance records and required HQ reporting.
Supervision & Team Management
- Provide leadership, supervision, coaching, and performance management for the HR and Administration team across country offices and field locations.
- Conduct regular monitoring visits to field offices to ensure compliance with HR and administrative standards.
- Strengthen staff capacity through mentoring, coaching, and structured development plans.
- Ensure standardized HR and administrative practices are implemented across all Acted locations.
- Support Area Managers and Base Managers in resolving complex HR and administrative matters.
Compliance, Risk Management & Safeguarding
- Ensure implementation of Acted HR policies, Code of Conduct, Safeguarding, PSEAH, Anti-Fraud, Data Protection policies.
- Support internal and external audits by ensuring complete HR documentation and compliance.
- Identify HR-related risks and recommend mitigation measures.
- Ensure confidentiality and appropriate handling of sensitive employee information.
- Report serious misconduct, safeguarding concerns, or legal issues to senior management in accordance with organizational procedures.
Coordination & Reporting
- Serve as the focal point between Country Management, Headquarters HR, Finance, Logistics, and Area Offices on HR and administrative matters.
- Submit monthly HR reports and staffing updates, payroll documentation, and organizational statistics following Country Director approval.
- Ensure timely escalation of significant HR risks, employee relations matters, and legal issues to senior management.
- Contribute to organizational planning, budgeting, audits, strategic workforce planning, and continuous improvement initiatives.
- Prepare accurate monthly HR reports for Country Management and Headquarters.

| Required qualifications and technical expertise |
The candidate must have the following educational degree
- Master’s degree in human resource management, Business Administration, Public Administration, Management, or a related discipline.

| Selection Criteria |
- For master’s with at least 4-5 years of experience in the related field.
- For Bachelors with at least 6-7 years of experience in related field.
- Strong knowledge of Bangladesh Labour Law, NGO Affairs Bureau regulations, immigration procedures, and HR best practices.
- Experience managing multi-location teams and supporting humanitarian or development programmes is highly desirable.
- Excellent communication skills in English and Bangla.
- Advanced proficiency in Microsoft Office and HR information systems.
- Prior work experience with international humanitarian organizations, non-government, or government institutions/organizations in a multi-cultural setting is an advantage.
- Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills.
- High level of honesty and integrity.
- Excellent written and verbal English and Bangla.
- Strong interpersonal skills and ability to work in teams and multi-cultural environments.
- Habituated to extensive field visits.
- Female candidates will be given priority.
