Key roles and responsibilities

1. Develop/Supervise NRM Works in the Camp:

  • Supervise regular assessment of site infrastructure and physical service delivery in the informal settlement (e.g., drainage, roads, water supply, community infrastructure).
  • Follow BoQ (Bill of Quantities) for NRM and infrastructure works.
  • Select casual laborers in cooperation with communities, ensuring equal representation of gender, age, and minorities within the workforce.
  • Prepare plans for site works and oversee implementation by casual laborers as needed.
  • Consider the environmental impacts of infrastructure works from planning to implementation and take necessary measures to mitigate impacts.
  • In coordination with the NRM civil engineer, conduct assessments to identify infrastructure needs related to NRM priorities, focusing on improving vulnerable residents' access to services.
  • Ensure all necessary measures to guarantee the safety of casual laborers, contractors, and site population during NRM works.
  • Store, manage, and maintain tools and items for NRM works in coordination with the NRM civil engineer and the logistics department, ensuring compliance with internal procedures.
  • Coordinate with the NRM civil engineer and other departments regarding the procurement of materials for NRM works.
  • Pay special attention to accessibility and special needs of vulnerable groups, particularly people with limited mobility, during NRM interventions.
  • Work closely with MEAL (Monitoring, Evaluation, Accountability, and Learning) and Environment officers.
  • Assist the database assistant with beneficiary data collection and regularly inform the database officer about CFW (Cash for Work) attendance, recruitment extensions, or approval of lists.

2. Daily Attendance and Cost Tracking for CBT (Cash-Based Transfers):

  • Ensure accurate recording of daily attendance though field mobilizer.
  • Track daily costs based on attendance data.
  • Help to Reconcile FSP (Financial Service Provider) payments with attendance records to ensure accurate expense reflection.

3. NFI Planning and Consumption:

  • Share detailed weekly NFI distribution plans with the logistics team.
  • Monitor and report on monthly NFI distribution status.
  • Compare monthly reports with planned distributions to identify discrepancies.

4. Drain Cleaning Forecast and Actuals:

  • Develop and maintain a clear forecast for drain cleaning activities.
  • Track actual drain cleaning activities against the forecast.
  • Adjust future forecasts based on actual performance data.

5. Ensure Management of NRM Activities:

  • Support the NRM civil engineer in devising weekly and long-term work plans for NRM activities.
  • Ensure regular follow-ups on the implementation of weekly and long-term work plans for NRM activities.
  • Provide inputs for the elaboration of procurement plans as requested by the NRM civil engineer.
  • Attend weekly NRM team meetings.
  • Flag challenges or issues related to NRM activities to the NRM civil engineer and the NRM Project Manager, including security incidents.
  • Attend inter-actor operational/sectorial/ad hoc meetings in the camp.
  • Support the NRM civil engineer in identifying areas for improvement and developing NRM strategy.
  • Ensure accurate record-keeping of project documentation, including photos, as requested by the NRM civil engineer.
  • Ensure compliance with internal and donor procedures.
  • Ensure thorough reporting of NRM activities to the NRM civil engineer.
  • Plan and carry out CFW activities.

6. Ensure Protection Mainstreaming Through Activities:

  • Support and consider gender, protection, and GBV (Gender-Based Violence) concerns in all aspects of activities.
  • Adhere to and promote principles and guidelines for the Prevention of Sexual Exploitation and Abuse.
  • Support and promote the participation of women, youth, and marginalized groups.
  • Refer protection cases identified to the Program Manager for referral to protection actors.

7. Resource Management:

  • Day-to-day supervision and management of NRM skilled/unskilled workers (e.g., attendance sheet signature, follow-up with finance).
  • Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the NRM civil engineer and HR department.
Required qualifications and technical expertise

The candidate must have the following educational degree

  • Master’s/Bachelor’s/ Diploma degree in Civil Engineering, Environmental Engineering, Natural Resource Management / Environmental Science, or a related field from an accredited academic institution.
Selection Criteria
  • For Master’s/Bachelor's with at least 2-3 years of experience in the related field.
  • For Diploma with at least 4-5 years of experience in related field.
  • Knowledge of NRM structures (roads, drainage, soil conservation, water systems)
  • Field supervision & BOQ preparation
  • Experience in AutoCAD / basic design tools
  • Prior work experience with international humanitarian organizations, non-government, or government institutions/organizations in a multi-cultural setting is an advantage.
  • Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills.
  • High level of honesty and integrity.
  • Excellent written and verbal English and Bangla.
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments.
  • Habituated to extensive field visits.
  • Female candidates will be given priority.
