Key roles and responsibilities |
DUTIES AND RESPONSIBILITIES
Project Implementation: Distribution of NFI/LPG
- Coordination and Planning
- Develop and maintain distribution schedules based on UNHCR-provided manifests.
- Coordinate with the UNHCR Supply Unit to ensure the timely availability of items required for NFI distributions.
- Participate in sector and inter-sector coordination meetings, representing distribution-related updates, challenges, and operational needs.
- Coordinate with Logistics, technicians, and other relevant support teams to ensure smooth operations and address any safety or technical concerns.
- Coordinate necessary dump trucks for transporting items.
- Ensure a justified coordination is in place between the Acted Distribution team and the LPG vendor.
- Coordinate the emergency items to be stored for emergency situations. Plan for contingency stock and act accordingly.
- Liaise with relevant sectors, including Shelter-CCCM, NFI, WASH, Protection, and other stakeholders, to ensure coordinated service delivery and advocate for the rights and needs of Persons of Concern (PoC).
- Lead pre-distribution assessments and ensure distribution sites are safe, accessible, gender-sensitive, and inclusive of persons with disabilities, in accordance with established standards and guidelines.
- Promote the harmonization and standardization of distribution processes across camps and blocks, ensuring compliance with approved SOPs, guidelines, and operational standards.
- Supervision of Distribution Implementation & Monitoring
- Lead and supervise field teams, including national staff, Cash-for-Workers (CfWs), and volunteers, ensuring compliance with organizational policies, CCCM standards, and operational guidelines.
- Oversee crowd management, queue systems, and the prioritization of vulnerable individuals during distribution activities.
- Provide supervision, guidance, and capacity-building support to Distribution Officers, Distribution Assistants, CfW workers, and volunteers.
- Ensure proper beneficiary verification through the Global Distribution Tool (GDT) and related documentation, including tokens, biometrics, family cards, and other required records.
- Ensure all distribution activities are conducted in accordance with health and safety protocols, humanitarian principles, and established distribution standards.
- Support emergency and ad hoc distribution activities in line with approved guidelines and operational procedures.
- Monitor stove repair services and distribution operations at distribution sites and depots, and promptly report any challenges, discrepancies, or irregularities.
- Community Engagement for Awareness and Information Dissemination
- Ensure beneficiaries receive clear, accessible, and timely information on distribution schedules, entitlement details, and eligibility criteria through established communication channels.
- Identify, document, and escalate inclusion/exclusion concerns, complaints, and sensitive protection-related cases through appropriate referral mechanisms.
- Conduct post-distribution information sessions and community consultations to gather feedback, identify gaps, and improve the quality and effectiveness of future distributions.
- Coordinate with SMS teams to ensure regular awareness sessions on the safe use, handling, and maintenance of LPG cylinders and stoves.
- Support fire prevention and risk reduction initiatives implemented by SMS teams and other relevant sectors and stakeholders.
- Contribute to the development, review, and dissemination of Information, Education, and Communication (IEC) materials related to distribution activities and community awareness.
- Protection Mainstreaming and Risk Mitigation
- Ensure the safety, and dignity of the Persons of Concern and prevent any action that may cause harm.
- Ensure timely, equitable, and gender-sensitive access to assistance, with appropriate support for extremely vulnerable individuals.
- Maintain functional accountability mechanisms to address concern and complaints and promptly report or escalate any protection, PSEA, GBV, or child safeguarding concerns.
- Facilitate meaningful community participation in identifying needs and contributing to decisions, especially during emergencies.
- Monitor distribution environments, mitigate safety risks, and uphold AGD principles through proper age, sex, and disability-disaggregated data management.
- Stock, Warehouse and Distribution Point Management
- Coordinate with logistics and warehouse teams on delivery, storage, and handover of distribution items.
- Verify quantities and quality of incoming materials and ensure proper stock movements (stock cards, waybills).
- Maintain accurate documentation of stock receive, return and reconciliation.
- Ensure overall management and care and maintenance of warehouse, distribution points and offices in coordination with Project Engineer.
- Capacity Build Up
- Take initiative to capacitate the distribution of Distribution Assistants and volunteers.
- Enhance the capacity of community through regular initiatives.
- Enhance the resilience of community through capacity build up initiative i.e., safe and efficient use of LPG, stove, pressure cooker, basic fire safety awareness etc.
- Reporting
- Prepare reports daily, weekly and monthly both quantitative and qualitative.
- Contribute to project reports (quarterly, half yearly & yearly).
- Support Senior Information Management for reporting purpose.
- Support 10% in-situ inspection every month and report accordingly.
- Undertake daily distribution reconciliation in coordination with vendor records and co-sign the daily reports.
Project Implementation: FLAT
Logistics
- Supporting with accurate and precise information to prepare order forms promptly if requested by the line managers.
- Confirm the quality of material selection when applicable, by engaging the Care and Maintenance Officer.
- Ensure proper management and use of the project assets and stocks.
- Extend the support to the logistics department in the necessary area.
Finance
- Provide support for camp payments as per delegated by the line managers.
- Make sure the payment policies and SoP are respected while the camp payment takes place.
- Facilitate in preparing the volunteers, cash for workers or daily labor attendance sheets.
Human Resources
- Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Camp/Project Manager /HR Department.
- Supervise recruitment and training of enumerators/volunteers for data collection.
- Make sure the Human Resource-related documents are submitted to the agreed person or place promptly.
- Facilitate training on the necessary and identified area for strengthening staff capacity through the initiative of Acted Academy.
Security
- Immediately report any security concern to the Camp/Project Manager and the Security Officer.
- Share recommendations to the relevant focal for the sake of agency staff security.
- Make sure the fleet and security policies are respected and maintained.
Transparency and Compliance
- Ensuring compliance with ACTED internal procedures and donor procedures.
- Supporting the line managers in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.
MEAL
- Supporting MEAL colleagues during monitoring and evaluation activities of project implementation and addressing recommendations to enhance the effectiveness of project activities and maximize impacts.
- Support in question preparation and ideas, as requested by the line managers.
Others
- Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the Camp Manager,
- Above all, support the Camp/Project Manager and management in any rational ad-hoc requirements

Required qualifications and technical expertise |
The candidate must have the following educational degree
- Master’s or Bachelor’s degree in political science, Project Management, Disaster Risk Management, Supply Chain Management, Civil Engineering, Architecture, or a related field from an accredited academic institution.

Selection Criteria |
- For Master’s with at least 3-4 years of experience in related field.
- For Bachelor’s with at least 4-5 years of experience in related field.
- Experience in shelter technical supervision, safe cooking messaging, and community training sessions.
- Experience in Shelter/NFI response programming, needs assessment, data collection, community mobilization, fire safety, distribution, training, shelter upgrade guidance, monitoring and review.
- Prior work experience with international humanitarian organizations, non-government, or government institutions/organizations in a multi-cultural setting is an advantage.
- Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills.
- High level of honesty and integrity.
- Excellent written and verbal English and Bangla.
- Strong interpersonal skills and ability to work in teams and multi-cultural environments.
- Habituated to extensive field visits.
- Female candidates will be given priority.
