Key roles and responsibilities |
DUTIES AND RESPONSIBILITIES
Project Implementation: Camp Coordination and Camp Management
- Support the CCCM team in conducting regular assessments of site infrastructure and physical service delivery in the camp (e.g. drainage, bridge, pathway, protection wall, roads, community infrastructure, etc.)
- Support with preparing appropriate designs and BoQs.
- Ensure the RRRC, Sector, and donor guidelines are being followed while implementing the Care and Maintenance activity.
- Support the CCCM team in selecting cash for workers respecting the agency policies.
- Overseeing implementation of site works.
- Provide technical guidelines to the team.
- Support the humanitarian partners in the necessary care and maintenance-related interventions.
- Provide quality feedback to the Camp Managers on camp site improvement partners progress.
- Report to the donor representatives with necessary updates, based on the need and following the line manager’s request.
- Considering the environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible.
- Ensure all the necessary measures to guarantee the safety of casual laborers, contractors, and site population are in place through the implementation of site maintenance, shelter, and infrastructure works.
- Store, manage, and maintain tools and items for site upgrading/site maintenance in coordination with the logistic department and ensuring compliance with Acted internal procedures.
- While carrying out site maintenance, infrastructure, and site improvements intervention always pay special attention to accessibility and special needs of vulnerable groups, particularly people with limited mobility.
- Extend support in Warehouse management.
- Support the Logistics department to choose the quality materials in terms of procurement.
- Timely report to the Camp Manager any gaps and duplication in the service delivery and any site upgrading/maintenance intervention needed.
- Support partners to achieve agreed minimum standards and service delivery quality.
- Promote community-led procedures in conducting care and maintenance activities.
- Make sure before implementing any project, the community feedback is accounted for.
- Work on increasing the technical capacity of the staff and volunteers.
- Extend support in preparing the cash for workers’ attendance sheets.
- Make sure the volunteer/cash-for-worker engagement principles are being followed on the construction sites.
- Produce a quality tracker to track the care and maintenance-related progress.
- Support the camp managers in site improvement partners’ activity monitoring.
- Share quality feedback to the donor, based on field findings.
- Ensure the Care and Maintenance-related compliant or concerns are treated carefully and proper feedback is shared with the community.
- Produce necessary IEC materials.
- Considering gender, protection, and GbV concerns in all aspects of activities.
- Extend support to the Information Management unit to track the necessary reports.
- Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary.
- Ensuring that all site maintenance and infrastructure interventions are carried out through a vulnerability lens and whenever site maintenance activities are implemented, always consider accessibility to infrastructure and inclusion of people with specific needs.
Project Implementation: FLATS
1) Logistics :
- Supporting with accurate and precise information to prepare order forms promptly if requested by the line managers.
- Confirm the quality of material selection when applicable.
- Ensure proper management and use of the project assets and stocks.
- Extend the support to the logistics department in the necessary area.
2) Finance :
- Make sure the payment figures and policies are shared with the cash for workers before being engaged in the activity.
- Make sure the proper payment guideline followed.
- Facilitate in preparing the cash for workers or daily labor attendance sheets, based on the need.
3) Human Resources :
- Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Camp Manager/HR Department.
- Supervise recruitment and training of Daily Laborers/Cash for Work workers.
- Make sure the Human Resource-related documents are submitted to the agreed person or place promptly.
4) Security :
- Immediately report any security concern to the line Manager and the Security Officer.
- Share recommendations to the relevant focal for the sake of agency staff security.
- Make sure the fleet and security policies are respected and maintained.
5) Transparency and Compliance :
- Ensuring compliance with Acted internal procedures and donor procedures.
- Supporting the line managers in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.
6) MEAL :
- Supporting MEAL colleagues during monitoring and evaluation activities of project implementation and addressing recommendations to enhance the effectiveness of project activities and maximize impacts.
- Support in question preparation and ideas, as requested by the line manager.
6) Others:
- Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the Camp Manager.
- Above all, support the line Manager and management in any rational ad-hoc requirements.

Required qualifications and technical expertise |
The candidate must have the following educational degree
- Bachelor’s degree in civil engineering, Construction Engineering, Architecture, or a related engineering or a related field.

Selection Criteria |
- For Bachelors with at least 2-3 years of experience in the related field.
- For Diploma or HSC with at least 4-5 years of experience in the related field.
- Demonstrated willingness and ability to travel to the field.
- High level of honesty and integrity.
- Good at written and verbal English and Bangla.
- Fluency in Chittagonian dialect
- Strong interpersonal skills and ability to work in teams and multi-cultural environments.
- Habituated to extensive field visits.
