In Bangladesh, Acted initiated its activities in 2018 to respond to the Rohingya Refugee Crisis in the following sectors: Site Management Support, NFI/LPG Distribution, Natural Resource Management, Information Management, Emergency Preparedness and Response, and Livelihood in the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

Responsibilities

Project Implementation: Emergency Preparedness and Response

  • Liaising and coordinating with all relevant humanitarian partners and stakeholders active in the camp.
  • Liaising and coordinating with the Camp Administration and Local Authorities (following the guidance of the line manager).
  • Facilitate training sessions for the learning center teachers, HHs individual following the guidelines from the line manager.
  • Following selection criteria ensure selection of trainings participants and venue in coordination with respective SMS agencies and Education FP. 
  • Ensure training attendance sheet & pick snacks on the way to camp from ukhiya or the other designated shop.
  • Promote Community participation in the relevant platforms to ensure community feedback or opinion is accounted for.
  • Ensure coordination with other Acted programme team during conducting activities at camp level.
  • Conduct assessments on necessary fire hazard other relevant urgent issues based on need and request from the line manager.
  • Support the line manager in developing and maintaining EPR work Plan.
  • Coordinate with SMS agencies to follow-up regarding functionality of Mobile Firefighting Units (MFFU), portable fire devices, water tanks, etc. and take action based on need.
  • Support the line manager in developing relevant EPR-related IEC/training materials. 
  • Conducting community awareness activities and Information campaigns for fire, cyclones, flash floods, landslide risks, etc., and other hazards following IEC materials and line manager guidance based on need.
  • Based on need identify the additional risks inside the camp such as drowning, road accidents, and Infrastructural hazards, and prepare a preventive plan to mitigate the risk ensuring proper coordination with SMS agency and guidance from the line manager.
  • Based on need and on request from Program Coordinator Facilitate Fire drills and refresher training to build the capacity of the SMS volunteers.
  • Coordinate with relevant actors in-terms of volunteer capacity-building arrangements such as UNHCR, IOM, IFRC, BDRCS, CPP, etc. following the guidance of the line manager.
  • Conduct gap analysis in-terms of EPR with the support from relevant SMS agencies compile the findings and advocate the relevant forums for the betterment of the camp residents following the guidance of the line manager and organizational policies.
  • Participate regular camp meetings and provide update of the project (internal: Bi-weekly meetings or external: Camp coordination/Sector/DMC meeting).
  • Check the contemporary issues are identified and covered through community mobilization.
  • Make sure the data protection policies are respected and maintained by the team members when conducting activities in the camp.
  • On the guidance of the line manager work on staff capacity build-up.
  • Support Program Coordinator for the facilitating donor visit need basis.
  • Support the Program Coordinator & IMO in tracking of project progresses.
  • Support to line manager in identifying areas for improvement and developing site strategies.
  • Timely reporting on problems, and challenges on the site to the line manager.
  • Timely reporting on security and safety incidents, including fire, evictions, floods, and any possible security hazards on the site to the line manager.
  • Make sure the Acted policies, memos, and SoPs are well maintained and followed by all staff.
  • Ensure maintaining humanitarian principles, SPHERE standards and other policies during conducting operational activities in field.
  • Ensure protection mainstreaming in all phases of project implementation.
  • Support with ideas or knowledge sharing to line manager while developing any new project.

Project Implementation: FLAT

Logistics

  • Supporting with accurate and precise information to prepare order forms in a timely manner based on the request by the line manager.
  • Confirm the quality of material selection when applicable, by engaging the logistic officer.
  • Cross check the received items/product before signing log documents.
  • Ensure proper management and use of the project assets and stocks.
  • Plan team movements based on available fleet and applicable policies.
  • Extend the support to the logistics department in the necessary area.

Finance

  • Based on need support the line manager in reviewing the Budget Follow-Up and monthly forecasting.
  • Based on need provide support for camp payments as per delegated by the line manager.
  • Make sure the payment policies are respected while the camp payment takes place.

Human Resources

  • Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Program Coordinator/HR Department. 
  • Share leave plan & submit leave forms to line manager in a timely manner.
  • Make sure the HR-related documents are submitted to the agreed person or place in a timely manner.

Security

  • Immediately report any security concern to the Program Coordinator and the Security Officer.
  • Share recommendations to the relevant focal for the sake of agency staff security.
  • Make sure the fleet and security policies are respected and maintained by all staff.

Transparency and Compliance

  • Ensuring compliance with Acted internal procedures and donor procedures.
  • Supporting the Program Coordinator in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.

MEAL

  • Supporting MEAL colleagues during monitoring and evaluation activities of project implementation and addressing recommendations to enhance the effectiveness of project activities and maximize impacts.
  • Support MEAL in developing questionnaire preparation and ideas.
  • Assist MEAL team in collecting data from field level.

Others

  • Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the line manager,
  • Above all, support the line manager and management in any rational ad-hoc requirements.
Required qualifications and technical expertise

The candidate can have the following educational degree

  • Bachelor's degree or diploma in a relevant field (any field of Social Sciences, Disaster Management, Public Health, Environmental Studies etc.)
Selection Criteria
  • For Bachelors with at least 2-3 years of experience in the related field.
  • For Diploma or HSC with at least 4-5 years of experience in the related field.
  • Demonstrated willingness and ability to travel to the field.
  • High level of honesty and integrity.
  • Good at written and verbal English and Bangla.
  • Fluency in Chittagonian dialect
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments.
  • Habituated to extensive field visits.
